BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas, that:
 
SECTION 1: The City of Jonesboro, Arkansas, hereby releases, vacates and abandons all of its rights, together with the rights of the public generally, in and to the utility easements designated as follows:
 
DESCRIPTION - 20' UTILITY EASEMENT
 
An easement for utility purposes, being 20.0 feet in width and lying in a part of the Southwest Quarter of Section 17, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows: Commencing at the Southeast Corner of Lot 1, Block 2, according to the plat of Patrick's Second Addition to Jonesboro, Arkansas, as recorded in book 20, at page 212, in and for the public records of Craighead County, at Jonesboro, Arkansas; thence South 89°29'40" West, along the South Line of said Lot 1 and Lots 2, 3, 4 and continuing along the South Line of Lots 5 and 6, according to the plat of Bennett's Replat of Patrick's Second Addition, a distance of 594.22 feet to a point, said point being the Southwest Corner of said Lot 6; thence North 00°57'09" East, along the West Line of said Lot 6, a distance of 21.18 feet to a point lying on the North Right-Of-Way line of East Matthews Avenue (33.5' half Right-Of-Way); thence South 89°34'34" West, along said North Right-Of-Way Line, a distance of 24.67 feet to a point; thence South 89°19'34" West, continuing along said North Right-Of-Way Line, a distance of 4.69 feet to the point of beginning of the herein described utility easement; thence continue South 89°19'34" West, along said North Right-Of-Way Line, a distance of 20.01 feet to a point; thence North 00°54'22" East, departing from said North Right-Of-Way Line, a distance of 380.96 feet to a point lying on the South Right-Of-Way Line of Logan Street; thence North 89°30'18" East, along said South Right-Of-Way Line, a distance of 20.01 feet to a point; thence South 00°54'22" West, departing from said South Right-Of-Way Line, a distance of 380.89 feet to the point of beginning. Containing in all 7,619 sq.ft. or 0.175 acres, more or less.

DESCRIPTION - 15' UTILITY EASEMENT
 
An easement for utility purposes, being 15.0 feet in width and lying in a part of the Southwest Quarter of Section 17, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows:
Commencing at the Southeast Corner of Lot 1, Block 2, according to the plat of Patrick's Second Addition to Jonesboro, Arkansas, as recorded in book 20, at page 212, in and for the public records of Craighead County, at Jonesboro, Arkansas: thence South 89°29'40" West, along the South Line of said Lot 1 and Lots 2, 3, 4 and continuing along the South Line of Lots 5 and 6, according to the plat of Bennett's Replat of Patrick's Second Addition, a distance of 594.22 feet to a point, said point being the Southwest Corner of said Lot 6: thence North 00°57'09" East, along the West Line of said Lot 6, a distance of 21.18 feet to a point lying on the North Right-Of-Way Line of East Matthews Avenue (33.5' Half Right-Of-Way): thence South 89°34'34" West, along said North Right-Of-Way Line, a distance of 1.01 feet to the point of beginning of the herein described utility easement: thence Continue South 89°34'34" West, along said North Right-Of-Way Line, a distance of 15.01 feet to a point: thence North 01°24'o8" East, departing from said North Right-Of-Way Line, a distance of 388.65 feet to a point lying on the South Right-Of-Way Line of Logan Street: thence North 89°5o'17" East, along said South Right-Of-Way Line, a distance of 15.01 feet to a point: thence South 01°24'o8" West, departing from said South Right-Of-Way Line, a distance of 388.58 feet to the point of beginning. Containing in all 5,829 sq. ft. or 0.134 acres, more or less.
 
Subject to easements, restrictions, reservations and Rights-Of-Way of record.
 
SECTION 2: A copy of the ordinance duly certified by the City Clerk shall be filed in the office of the recorder of Craighead County, Arkansas and shall be filed in the Deed Records of such office.
 
SECTION 3: The City Council of the City of Jonesboro, Arkansas finds and declares that the above utility easements are not necessary for the general benefit and welfare of the public; that the owner of all the property abutting the above easements is in favor of the closure and vacation of the above easements and therefore and emergency is declared to exist and this ordinance shall take effect and be in full force from and after its passage and approval.
