BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1: That Ordinance No. 954 known as the Zoning Ordinance of the City of Jonesboro be amended by the change in zoning district boundaries as follows:
 
From Residential (R-1) to Commercial (C-3) LUO (Prior to specifying land uses to be permitted in this zone district, a Site Development Plan (meeting the general standards of Chapter 14.36 of the Zoning Ordinance) shall be submitted to the Metropolitan Area Planning Commission for  review and approval.  This required Site Development Plan shall illustrate the proposed layout for the subject six-acre site and its relationship to existing and proposed streets, land uses, buildings, driveway locations, drainage, utilities, and other features on adjoining and nearby properties) of property described as follows:  A part of Section 10, Township 14 North, Range 4 East, Craighead County, Arkansas, to-wit:  From the Northwest Corner of the Southeast Quarter of the Northwest Quarter of said Section 10, run North00°57'00" East 60.00 feet to a point; thence run South 89°28'00" East 428.20 feet to a point, said point being the point of beginning; thence run North 01°10'52" East 405.18 feet to a point; thence run South 89°26'24" East 36.71 feet to a point; thence run North 00°57'00" East 98.92 feet to a point; thence run South 89°27'51" East 432.42 feet to a point; thence run South 01°08'41" West 124.10 feet to a point; thence run South 89°28'00" East 80.58 feet to a point; thence run North 01°05'02" East 379.96 feet to a point; thence run North 89° 28' 00" West 633.85 feet to a point, said point being the point of beginning, containing 6.05 acres.
 
SECTION 2: It is found and declared by the City Council that proper use of the tract of land described in this Ordinance is being delayed because of improper zoning and that, therefore, an emergency exists and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
