CITY COUNCIL MINUTES, OCTOBER 6, 1980

 

The Jonesboro City Council met in regular session, Monday, October 6, 1980, at 7:30 p.m. Present, Mayor, City Clerk, City Attorney and all aldermen except Ms. Haigler.

 

The minutes of September 15, 1980, were approved as mailed on motion by Mr. Park, seconded by Mr. Stricklin and all council voting aye.

 

Mr. Charles Mooney advised council that he wished to withdraw from the agenda the ordinance on second reading which repealed a rezoning ordinance.

 

Ms. Pat Grant, representing Headstart, addressed council concerning the condition of the building in the 600 block of North Church, presently occupied by children enrolled in the Headstart Program. On the Mayor’s recommendation, the matter was referred to the Finance Committee concerning expenses not to exceed $7,500.00 for plumbing improvements to the building.

 

Mr. Minx moved that the City enter into a contract with Manes and Associates of Little Rock to apply for 1.5 million small cities grant. Motion seconded by Mr. Shelton and Mr. Hannah and Haggenmacher cast nay votes.  All others present voted aye.

 

The following bids were opened for two (2) unmarked police units:

O’Neal Ford                     $12,547.44

Cavanaugh Ford                     12,590.72

McCarty Motors                     12,800.00

Broyles Chevrolet                     12,720.00

Aycock Pontiac                     12,938.00

University Motors                     12,814.20

Central Chevrolet                     13,750.00

 

Mr. Stricklin moved for the adoption of the low bid from O’Neal Ford, seconded by Mr. Park, all aye.

 

The following bids were reviewed for five (5) police units:

Cavanaugh Ford                     $37,375.45

Aycock Pontiac                     40,830.00

Broyles Chevrolet                     41,554.05

Central Chevrolet                     43,250.00

 

The motion by Mr. Stricklin was to reject all bids, seconded by Mr. Bridger, all aye.

 

The following bids were reviewed for anti-freeze:

Southern Market                     $1,107.00

Coleman Service                     1,155.00

Otasco                     1,197.00

East Auto Parts                     1,155.00

A & G                     1,275.00

 

The low bid from Southern Marketing was approved on motion by Mr. Stricklin, seconded by Mr. Shelton.

 

Mr. Shelton moved that the $6,000 for grant application to Manes and Associates be paid from Street Department.  Motion seconded by Mr. Bridger, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO REPEAL ORDINANCE #897, SECTION 1; THE SAME BEING A TRAFFIC CONTROL ORDINANCE AND FOR OTHER PURPOSES

 

Mr. Mays moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all aye. The ordinance was given the number 1732.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO REPEAL ORDINANCE #973, SECTION 1, SUBSECTION 3; THE SAME BEING A TRAFFIC CONTROL ORDINANCE AND FOR OTHER PURPOSES

 

Mr. Stricklin moved for the adoption of the ordinance, seconded by Mr. Hannah, all aye. The ordinance was given the number 1733.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO REPEAL ORDINANCE #869, SECTION 1, THE SAME BEING A TRAFFIC CONTROL ORDINANCE AND FOR OTHER PURPOSES

 

The ordinance was adopted with the emergency clause, on motion by Mr. Hannah, seconded by Mr. Stricklin, all aye. The ordinance was given the number 1734.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY R-3; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following ordinance was offered by Mr. Province:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1143, DATED NOVEMBER 21, 1966, CHANGING THE NAME OF JONESBORO CABLE T.V. AND FOR OTHER PURPOSES

 

Mr. Stricklin moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson, all aye. Mr. Stricklin then moved the ordinance by placed on 3rd reading, seconded by Mr. Shelton, all aye. After the reading, Mr. Stricklin moved for the adoption of the ordinance, seconded by Mr. Hinson, all aye and the ordinance was assigned #1731.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

On motion by Mr. Stricklin, seconded by Mr. Park, the rules were suspended and the ordinance placed on 2nd reading. Mr. Stricklin then moved the rules be further suspended and the ordinance be placed on third reading, seconded by Mr. Haggenmacher. Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park, all aye and the ordinance was assigned #1735.

 

Mr. Hinson offered a resolution which raised the parking fees on city owned parking lots. After discussion on the matter, it was decided that the recommendation should come from the Parking Authority.

 

Ms. Lenora Goodwin addressed council concerning keeping an animal shelter at her residence on South Main. Neighbors present opposed the request and after a lengthy discussion, Mr. Stricklin moved that request be denied, seconded by Mr. Bridger, all aye.

 

Mr. Bridger moved that the city advertise for sale in the City and Town Magazine, the used parking meters the city has and that the prices be negotiable. Motion seconded by Mr. Sanderson, all aye.

 

Mr. Minx advised council that effective Jonesboro 1, 1981, only the City of Jonesboro and Craighead County municipalities who have reached an agreement with the City, would be allowed to use the landfill.

 

Mr. Minx moved that the City be given permission to accept bids on scales for the landfill, seconded by Mr. Hinson, all aye.

 

On motion by Mr. Stricklin, second by Mr. Shelton, telephone bids of $1,375.00 were approved to replace radios which were stolen from the City Shop.

 

Mr. Province noted that vandalism at the City Cemetery was occurring and suggested that the area be policed.

 

There being no further business, council adjourned.
