CITY COUNCIL MINUTES - June 17, 2002
 
The Jonesboro City Council met Monday, June 17, 2002, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Attorney, Phillip Crego, City Clerk, Donna K. Jackson, and eight council members. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore and Roddy. Councilmen Crockett, Young, Perrin and Copeland were unable to attend.
 
Councilman Rega moved, seconded by Councilman Roddy to approve the minutes of June 3, 2002, as previously delivered. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore and Roddy.
 
Councilman Rega offered the following ordinance for first reading:
 
ORDIANCE TO REZONE PROPERTY FROM RESIDEINTIAL (R-1) TO COMMERCIAL (C-3), LOCATED ON THE SOUTHWEST SIDE OF JOE N. MARTIN EXPRESSWAY, SOUTH OF CO OP DRIVE. (BEN HONEYCUTT)
 
Councilman Tate moved, seconded by Councilman Roddy to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. Councilman Tate moved, seconded by Councilman Roddy to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. Councilman Tate moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. The ordinance was assigned ordinance number 3364.
 
Councilman Rorex offered the following ordinance for first reading:
 
ORDIANCE TO REZONE PROPERTY FROM RESIDEINTIAL (R-1) TO COMMERCIAL (C-3), LOCATED ON THE WEST SIDE OF PARAGOULD DRIVE AND THE SOUTHSIDE OF JOHNSON AVENUE. (BURROW FAMILY TRUST)
 
Councilman Moore moved, seconded by Councilman Rega to suspend the rules and place on second and third reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. Councilman Moore moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. The ordinance was assigned ordinance number 3365.
 
Councilman Province moved, seconded by Councilman Rorex for the adoption of a resolution requesting City Water and Light to provide free utility service to the following locations:
 
Julian James Memorial Park (Playground) - 1212 S. Church Street
Parker Park (Playground) - 1506 N. Church Street
Miles Park - 1605 N. Bridge Street
Allen Park (Playground) - 3705 Race Street
      
A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. The resolution was assigned number 2002:26.
 
Councilman Kelton moved, seconded by Councilman Roddy for the adoption of a resolution certifying endorsement of Great Dane Limited partnership in the Advantage Arkansas Program. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, McCall, Rega, Province, Moore, and Roddy. The resolution was assigned number 2002:27.
 
Councilman Rega moved, seconded by Councilman Moore for the adoption of a resolution directing the Mayor and City Clerk to execute contracts and agreements for the following Mata rights-of-way:
 
•Tim and Andrea Ellis, 1104 West Nettleton, Parcel Number 60.
•Jonesboro YMCA, 1421 West Nettleton, Parcel Number 86.
•John and Sue Deluca, 1112 West Nettleton Ave, Parcel Number 63.
•Paul R. Boden, 603 West Matthews, Parcel Number 39.
•First Baptist Church, 701 South Main Street, Parcel Number 22.
•First Baptist Church, 701 South Main Street, Parcel Number 23.
 
A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy. The resolution was assigned resolution number 2002:28.
 
Councilman Roddy moved, seconded by Councilman Rorex to accept the recommendation of the Sanitation Committee for bid number 2002:23 for a horizontal tub grinder from Vermeer for $219,500.00. It was explained the committee had discussed the purchase on the 5th and 15th days of June. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, and Roddy.
 
Under new business, Mayor Brodell announced there would be a public hearing Thursday evening at 6:00 p.m. in Council Chambers to discuss a parks grant followed at 6:30 p.m. by a public hearing to discuss the 2003 Community Block Development Grant.
 
It was announced the ordinance to adopt Minimum Housing Standards would be presented at the next council meeting, July 1, 2002.
 
Councilman Moore commended the abatement training held June 4, 2002. He stated the procedure had already been utilized to close Ray's Boom Boom Room, and reported it was a good program that will save the city money.
 
With no further business, the meeting was adjourned.
