CITY COUNCIL MINUTES -APRIL 20, 1998

 

The Jonesboro City Council met Monday, April 20, 1998, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 11 council members. Those members were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Young was unable to attend.

 

The minutes for April 6, 1998, were approved as delivered, by Councilman Davis seconded by Councilman Rorex. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

Councilman Bowers offered the following ordinance for the first reading:

                     

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Max Dacus, Jr.)

 

Councilman Bowers moved, seconded by Councilman Kelton to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Tate moved, seconded by Councilman Davis to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Kelton moved, seconded by Councilman Fletcher for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3041.

 

Councilman Kelton offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Dan Hatch)

 

Councilman Tate moved, seconded by Councilman Davis to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. No further action was taken regarding this ordinance.

 

The following ordinance was on second reading:

 

AN ORDINANCE ESTABLISHING REQUIREMENTS, RULES, AND REGULATIONS FOR POTABLE WATER CROSS-CONNECTION CONTROL

 

Councilman Tate moved, seconded by Councilman Davis to read the ordinance by title only. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Kelton moved, seconded by Councilman Tate to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Tate moved, seconded by Councilman Davis for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3042.

 

Councilman Fletcher offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND CHAPTERS 11.12 AND 11.16 OF THE JONESBORO CODE OF ORDINANCES, TO REPEAL ORDINANCE NUMBERS 1695, 2174, 2186, AND 2393 AND TO ADOPT STATE PLUMBING AND GAS CODES

 

Councilman Davis moved, seconded by Councilman Kelton to read the ordinance by title only. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Tate moved, seconded by Councilman Fletcher to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Councilman Tate offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF BRIDGE PANELS FOR THE MATA DEPARTMENT

 

Councilman Davis moved, seconded by Councilman Kelton to read the ordinance by title only. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. Councilman Tate moved, seconded by Councilman Fletcher to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Councilman Tate moved, seconded by Councilman Roddy for the adoption of a resolution to proceed with condemnation action on the following property locations:

 

238 N. Bridge owned by Mike & John Lanier

520 N. Second owned by Sharanne Hill

604 E. Cherry owned by James Darnell

306 E. Allen owned by Artis Scott

 

A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy. The resolution was assigned number 1998:23.

 

Under new business, Councilman Kelton moved, seconded by Councilman Crockett to set a public hearing for May 4, 1998, at 6:15 p.m. for the purpose of vacating a portion of Commerce Drive. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

Mayor Brodell informed Council of three tornado sirens which are to be installed this week. The locations were: Ridge Point, Duncan & Winchester, and in the Mardis Addition. Also, Mayor Brodell informed Council of help the Street Department was providing to the City of Manilla which was hit by a tornado.

 

Councilman Davis moved seconded by Councilman Roddy to allocate $45,000.00 out of unappropriated funds to hire a programmer and needed computer equipment. Councilman Davis explained the problem the City will experience in the year 2000 is due to software not being written in a more universal language, and the Information Systems Committee recommended the temporary hire as a cost saving solution. Roll call vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Fletcher, Bowers, and Roddy.

 

Councilman Tate requested a resolution for the next council meeting to proceed with condemnation on a house located at 804 Warren. It was explained that several heirs own the house and were in agreement with clearing the property.

 

With no further business, the meeting was adjourned.
