II. ROLL CALL

III. APPROVAL OF MINUTES

• Minutes for the January 15, 2025, Stormwater Management Board Meeting

Motion to approve the minutes was made by Porter and seconded by Gillis. The minutes were unanimously approved.

IV. NEW BUSINESS

Wyatt stated that Nettleton Public School is requesting a variance to not enclose the road side ditch along Fox Meadow Lane. Light stated the drainage area is slightly under the 100 acre threshold. The culvert size is excessive. The box culvert will need to be a triple barrel box culvert. The City build the ditch as part of the MATA program. City staff is in agreement to leave the ditch as it is. Bevill question the distance of the open channel. Light stated along the frontage. Dunnam stated that they got a quote from Scurlock for the pipe and it was over .5 million. The ditch is currently open from Caraway to Stadium.

Bevill stated that the Board denied a ditch enclosure variance on Stadium, just north of Fox Meadow. Light stated that was a small drainage area and not close to the 100 acre threshold. Steiling ask if there is any work proposed to the ditch if the culvert is not installed. Dunnam stated that the school maintains the ditch and anything unstable will be fixed. Handwork ask if it is in the City right-of-way. Light stated the City is responsible for mowing. Porter made a motion to grant the variance to allow Nettleton Public School to not enclose the ditch. Handwork seconded. All vote Aye. The variance was granted.

V. OLD BUSINESS

Porter ask where the City is on the letters to property owners affected by the new flood maps. Light stated there have been 485 properties identified as not mortgaged or the mortgage company is not paying the taxes. The letter is 95% complete. Wyatt asked if any Public Service announcements are being done just in case someone doesn’t get a letter. Light stated there were public hearings, it was published in the newspaper, and it went to City Council. The mortgage companies and banks are notifying all property owners with mortgages. Porter questioned if the owners of unimproved properties are going to be notified. Light stated those are not insurable properties.
