CITY COUNCIL MINUTES - OCTOBER 21, 1996

 

The Jonesboro City Council met Monday, October 21, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor; Donna Jackson, City Clerk, Phillip Crego, City Attorney; and 11 council members. Those members were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin.

 

The minutes of October 7, 1996, were approved as amended by Councilman Rega and seconded by Councilman Wise. The amendment was to omit the title “Captain” from Leonard Jadrich’s name. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin.

 

The following ordinance was on the third reading:

 

ORDINANCE TO VACATE A 120.0' DRAINAGE EASEMENT AND A 146.6' UTILITY EASEMENT ON LOT 6, PARDEW NORTH ADDITION (GUY PARDEW & LAN METZ/ ED STEPP)

 

Councilman Kelton moved, seconded by Councilman Perrin to table the following ordinance until the next council meeting on November 4, 1996. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Jimmy Doyle Hunt/Dan Mulhollen)

 

Councilman Vance moved, seconded by Councilman Perrin to table the following ordinance until November 18, 1996, as requested by Attorney, Berl A. Smith of the Smith Law Firm. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Dennis Zolper/Beltz/Burrow II)

 

At the request of Dennis Zolper, Attorney for Beltz/Burrow II, Mayor Brodell set a public hearing for 6:30 p.m., October 24, 1996, to be held in Municipal Court Chambers.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-3) AND COMMERCIAL (C-3). (W. C. Sloan Jr./C.M. Mooney, Sr.)

 

Councilman Vance moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin.

 

Councilman Perrin moved, seconded by Councilman Vance for the adoption of a resolution setting a public hearing for 6:15 p.m. on November 4, 1996, in Municipal Court Chambers. The purpose for the public hearing is to vacate an alley running west of Baker Street into the east 45 feet of Lot 5, Block 2, of Morse’s Addition. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin. The resolution was given the number 1996:50.

 

Councilman Perrin moved, seconded by Councilman Roddy for the adoption of a resolution requesting City Water & Light to provide free service at two separate locations: 329 Union (Police Garage) and 214 W. Monroe (911 Center). The resolution was given the number 1996:51.

 

Under new business, Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE WAIVING COMPETITIVE BIDDING AND ASSERTING THE LOW BID OF ROBERTSON INC. AND FOR OTHER PURPOSES.

 

Councilman Vance moved, seconded by Councilman Tate to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Rega moved, seconded by Councilman Kelton to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Perrin moved, seconded by Councilman Vance for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Rega, Tate, Kelton, Roddy, and Perrin. The ordinance was given the number 2730

 

With no further business, the meeting was adjourned.
