BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

 

SECTION 1: That Title 14 of the Jonesboro Municipal Code known as the Zoning Ordinance of the City of Jonesboro, Arkansas, be amended by the change in zone district boundaries as follows:

 

From R-1, Single-Family Medium Density Residential District to C-3, General Commercial District and From R-3, Multi-Family High Density Residential District to C-3, General Commercial District that land described as follows:

 

LEGAL DESCRIPTION:

 

Lot 1 of Block “A” of Washington Grove Addition and part of the Southeast Quarter of Section 14, Township 14 North, Range 3 East, all in Jonesboro, Craighead County, Arkansas, being more particularly described as follows:

 

Begin at the southwest corner of Lot 1 of Block “A” of Washington Cove Addition to the City of Jonesboro, Craighead County,  Arkansas; Thence North along the west line of Washington Grove Addition projected North, 909.61 feet to a point lying on the Southern Right-of-Way line of the Union Pacific Railroad, thence north 83°37’21” East, along said Right-of-Way line, 301.86 feet to a point lying on a curve concave southwesterly, having a radius of 50.00 feet; thence southerly, along said curve through a central angle of 132°50’21”, 115.92 feet to the point of reverse curvature of a curve concave southeasterly, having a radius of 25.00 feet; thence southerly, along said curve through a  central angle of 42°50’00” , 18.69 feet to the point of tangency of said curve; thence south 283.87 feet to a point, said point lying on the northerly limits of  Ivy Lane; thence west, along said northerly limits, 60.00 feet to a point; thence south, departing from said northerly limits, 145.64 feet to a point lying on a curve concave northwesterly, having a radius of 25.00 feet; thence southwesterly, along said curve through a central angle of 90°55’30”, 39.67 feet to the north right-of-way line of west Washington Avenue; thence south 89°04’30” West, along said north line, 245.04 feet to the Point of Beginning.  Containing in all 284,527 sq. feet or 6.532 acres.

 

Subject to easements, restrictions, reservations and rights-of-way of record.

 

Prior to specifying land uses to be permitted in this zone district, a site development plan, meeting the general standards of Chapter 14.36 of the zoning ordinance, shall be submitted to the City Planner for his review.  This required site development plan shall illustrate the proposed layout of the subject 6.532-acre site and its relationship to existing and proposed streets, land uses, buildings, driveway locations, drainage utilities and other features on adjoining and nearby properties.

 

SECTION 2: It is found and declared by the City Council that proper use of the tract of land described in this Ordinance is be delayed because of improper zoning and that, therefore, an emergency exists and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
