Minutes for the City Council meeting on November 4, 1985

A Public Hearing was held for Dr. Hermie Plunk regarding the Annexation of her property on Race Street at 7:00 p.m.

 

City Council Minutes - November 4, 1985

 

The Jonesboro City Council met in regular session on November 4, 1985, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all Aldermen.

 

The Mayor asked for corrections or additions to the October 21, 1985, minutes, as mailed. Mr. Bridger noted on page 3 & 4, to change the word “include” to “exclude”. Mr. Hannah moved, seconded by Mr. Evans to approve the minutes as corrected. All voted aye.

 

The following item was up for public sale: 85:02 - House in Industrial Park. Mr. Sanderson moved, seconded by Mr. Culpepper to sell the city-owned house for $555.03 to J. Gamblin. All voted aye.

 

The following bid was up for review: 85:30 - City Wide Insurance program- Mr. Park moved, seconded by Mr. Hannah to table action on the bid until a price is confirmed from Gallagher. All voted aye.

 

The following ordinance was up for second reading: (Rez/R-2 to C-3 Rebel Tire/ National Rd. and Highland.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

 

Mr. Shelton moved, seconded by Mr. Culpepper to suspend the rules and place on third reading. All voted aye. Mr. Hannah then moved, seconded by Mr. Shelton to adopt the ordinance. All voted aye. The ordinance was given the number 1950.

 

Concerning the annexation of property owned by Hermie Plunk and property owned by Gerald Barnett located on Race St., Mr. Sanderson moved, seconded by Mr. Culpepper to annex said property when the streets are brought up to city standards and drainage problems are corrected as recommended by the City Engineer. All voted aye. The Mayor asked Mr. Mays to contact Gerald Barnett and Mr. Martz to contact Dr. Plunk and advise them of the action taken at the Council meeting.

 

The following ordinance on second reading: (Rez/R-3 to C-3 Ungerank / Johnson & Caraway).

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Sanderson moved, seconded by Dr. Strauser to suspend the rules and place on third reading. All voted aye. Mr. Sanderson moved, seconded by Mr. Hannah to adopt the ordinance. All voted aye. The ordinance was given the number 1951.

 

Mr. Evans asked that the second reading of a proposed ordinance concerning Traffic Control (25 mph speed limit from S. Madison to 63 Bypass) be pulled down due to a defective description.

 

The following ordinance was on third reading: (Rez/R-1 to R-2 .5 acres N side of W Matthews)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Sanderson moved, seconded by Mr. Hannah to adopt the ordinance. All voted aye. The ordinance was given the number 1952.

 

The following ordinance was on third reading: (Sale of City property - Pentacle Inv. Buffalo St.)

 

AN ORDINANCE AUTHORIZING THE SALE OF PROPERTY IN JONESBORO, ARKANSAS TO PENTACLE INVESTMENTS; AUTHORIZING THE EXECUTION & DELIVERY OF A DEED; AND FOR OTHER PURPOSES

 

Attorney Tommy Womack presented an appraisal of the city-owned property at $2,000.00 on Buffalo St. Mr. Womack stated that Pentacle Investments would incur the expense of the appraisal to Mr. Bill McCracken. Mr. Stricklin moved, seconded by Mr. Evans to adopt the ordinance. Aldermen Stricklin, Hinson, Evans, Bridger, Shelton, Sanderson Culpepper, and Mays voted aye. Aldermen Park, Hannah, Strauser, and Nix abstained. The motion carried. The ordinance was given the number 1953.

 

An ordinance concerning the annexation of property located in Sirois 2nd Subdivision, 63 Bypass and Hwy 1B was withdrawn from consideration until the November 18, 1985, meeting at the request of the attorney, Mr. Skip Mooney.

 

Mr. Stricklin moved, seconded by Mr. Hinson to appoint Janna Lambert to the Board of Jonesboro Urban Renewal & Housing Authority for a 5-yr term to expire 10/17/90. All voted aye

 

Mr. Bridger, Chairman of the Street Committee announced that the Committee has viewed the drainage problem reported by residents in Bel Aire Subdivision. With the heavy rainfall, work cannot be done until weather permits, and a report will be given at the next council meeting.

 

Mr. Sanderson, Chairman of the Sanitation Committee reported that the Sanitation Committee would meet at the Elks Club at 1:00 p.m. following Rotary to discuss the Sanitation budget.

 

Mr. Culpepper stated that the MAPC will be asked to review the final draft November 14, 1985, of the proposed ordinance establishing agricultural zoning classification and it will be submitted for first reading at the council meeting on November 18, 1985.

 

Mr. Nix asked the City Engineer to consider the placement of sidewalks on Woodsprings Rd. because of the dangerous curve and the impending danger to children walking to and from South Elementary School.

 

Mr. Nix also asked Asst. Chief Cook to consider restrictions on regulating people soliciting money at intersections. He cited the hazards of such a practice and liability the city might encounter by allowing the practice. Asst. Chief Cook stated municipal ordinance 15:26 prohibits the practice, but it has been allowed in the city. Mayor Stallings asked the City Attorney to research statuses that are applicable and prepare a legal opinion at the November 18 meeting.

 

With no further business, the meeting adjourned.
