MAPC MINUTES

MARCH 13, 1980

 

The Metropolitan Area Planning commission met Thursday, March 13, 1980 at 7:30 P.M. in the courtroom at City Hall.

 

The meeting was called to order by Mr. Ralph Morrison, Chairman.

 

Members Present: Morrison, cooper, Ball, Gott, Freeman and Brown.

 

Others Present: Carlos Wood, Mike Cameron, John Broadaway, Brenda Barnes and Curt Hodges. Numerous guests were in the audience.

 

Minutes for March were read and approved. Items for business were as follows:

 

Item #1 Lois Hancock requests a rezoning from Residential One (R-1) to Residential Two (R-2) the following described properties. The north 3/5 of the north ½ of the NE ¼ of the NE ¼ of the NE ¼  of Section 25 Township 14 North Range 3 East, and Lot 19 and a part of Lot 8 Block A of Edgewood Addition to Jonesboro, Arkansas, containing in the aggregate 3.1 acres, more or less. That part of Lot 8 in Block A of Edgewood Addition is described as all of that part of Lot 8 in Block A of Edgewood Addition lying south of the north line of the NE ¼ of the NE ¼ of Section 25, Township 14 North, Range 3 East. The General location of this property is between Culberhouse Street and Edgewood Street, north of Parkview Street.

 

The attorney for Mrs. Hancock stated that the reason for the rezoning of this property was to construct multi-family dwellings. There was opposition to this request by the surrounding property owners. Their reasons for opposition were all the surrounding areas are zoned R-1: this type construction would lower the value of surrounding property.

 

A motion was made by Mr. Freeman and seconded by Mr. Gott to deny this request. REQUEST DENIED UNANIMOUSLY. Reason for the Planning Commission denying this request was that the Commission felt that rezoning would not be compatible for the neighborhood.

 

Item #2 W.C.W. Company requests a rezoning from Commercial Three (C-3) to Residential Two (R-2) the following described properties. Lots 4, 5 and 6 in Block “B” of White Plaza as recorded in Plat Cabinet A, page 70, in the office of the Circuit Court Clerk and Ex-officio Recorder, Craighead County, Jonesboro, Arkansas. The general location of this property is west of Caraway Road and south of Conrad Drive.

 

When this property was platted in August 1978 the MAPC stipulated that a five (5) feet utility easement be dedicated on the west side of this property. This dedication has not yet been recorded.

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve this request subject to a dedication deed, for a 5’ utility easement previously stipulated, being recorded. REQUEST APPROVED UNANIMOUSLY.

 

Item #3 J.T. Barr requests a replat of Lots 1, 2, 3, 4 and 5 in Block A of Stuck and Stuck 2nd Addition to the City of Jonesboro, Arkansas, the same being a part of the Northwest Quarter (NW ¼) of the Northwest Quarter (NW ¼) of Section 17, Township 14 North, Range 4 East of the 5th Principal Meridian in Craighead County, Arkansas, more particularly described as follows:

 

From the Northwest Corner of said Section 17, thence S 0° 00’ E 330.00 feet along the west line of said Section 17 to the Northwest corner of said Lot 5, the Point of Beginning; Thence N88° 45’ E 600.00 feet along the north line of said Lot 5 to a point on the westerly right-of-way of Calion Street, thence S 0° 00’ E 986.2 feet along the east line of Lots 5, 4, 3, 2 and l, along said right-of-way to the southeast corner of said Lot 1, thence S 88° 45’ W 600.00 feet along the southeast corner of said Lot 1, to the southwest corner of said Lot l, a point on the west line of said Section 17, thence N 0° 00’ E 986.6 feet along the west lines of Lots 1, 2, 3, 4 and 5 to the point of beginning, containing some 13.583 acres, more or less, subject to the right-of-way of a platted street easement on the west side thereof. The general location of this property is west of Calion Street between Word Street and Belt Street.

 

A motion was made by Mr. Freeman and seconded by Mr. Ball to approve this request. REQUEST APPROVED UNANIMOUSLY.
