CITY COUNCIL MEETING NOVEMBER 1, 1976

 

The Jonesboro City Council met in regular session, Monday, November 1, 1976, at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney, and the following named aldermen: Bowers, Sanderson, Bridger, Burns, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah and Darling.

 

Mr. Harold Standefer, with Little, Maddox, Standefer, Architect, explained to council improvements for the downtown area, and Mr. Sanderson moved that the City accept the plan as presented, seconded by Mr. Hinson, all voted aye.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5: ZONING SAID ANNEXED TERRITORY: DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES

 

Mr. Darling offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Bowers offered the following ordinance:

 

AN ORDINANCE TO AMEND ARTICLE 12 TITLED “THE JONESBORO PARK COMMISSION” AND BRING SAID ARTICLE IN COMPLIANCE WITH STATE LAW

 

Mr. Bowers offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Hannah moved, with Mr. Darling seconding the motion, that the rules be suspended and the ordinance be placed on 2nd reading, all voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1196, SECTION 24-31 OF THE CODE OF ORDINANCES BY PROVIDING FOR AMENDMENTS TO THE REGULATIONS AND/OR BOUNDARIES OF ZONING DISTRICTS WITHIN THE CITY OF JONESBORO

 

Mr. Stricklin moved for the adoption of the ordinance, to include the emergency clause, seconded by Mr. Sanderson, all voted aye and the ordinance was given #1543.

 

Mr. Smith offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

*The following letter was received from the cleaners within the City of Jonesboro (attached)

 

Mr. Hannah moved that the letter be referred to the finance committee, seconded by Mr. Smith, all voted aye.

 

Mike Cameron gave recommendations from the highway department concerning the intersection of Main and Nettleton, and Mr. Sanderson moved that the City recommend to CW&L that the highway department recommendations be accepted, seconded by Mr. Bowers, all voted aye.

 

The Mayor read a letter to council from Mr. Ralph Morrison concerning the MAPC and it was agreed that the letter would be referred to the Finance Committee.

 

Mr. Minx moved that the next council meeting date be moved from November 15th to November 17th, seconded by Mr. Sanderson, all voted aye.

 

Mr. Bowers offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTIONS 10-17 THROUGH 10-20 OF THE CODE ORDINANCES TO THE CITY OF JONESBORO, ARKANSAS

 

Mr. Bowers offered the following ordinance:

 

AN ORDINANCE TO REPEAL SECTIONS 10-22 THROUGH 10-24

 

Mr. Bowers offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED AUGUST 13, 1976, ASSIGNING SAID ANNEXED TERRITORY TO WARD 6: ZONING SAID ANNEXED TERRITORY C-3; DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the city begin work on reclaiming cemetery lots which have not been used for several years, seconded by Mr. Burns, all voted aye except Mr. Hinson who cast a negative vote.

 

Mr. Minx moved that the Parking Committee’s recommendation concerning leaving the parking lot east of the Strand Theater as a rented lot a $100 per month be accepted, seconded by Mr. Stricklin, all voted aye.

 

There being no further business, Mr. Sanderson moved that the meeting be adjourned, seconded by Mr. Bowers, all voted aye.
