IV. NEW BUSINESS

Light discussed the Detention Buffer ordinance. Light stated that in some subdivisions, that fences are built up to the property line. This does not allow any room to perform maintenance. Light stated the proposed ordinance would require a retention/detention facility to be no closer than ten (10) feet to the property line. Kidd stated that ten (10) feet is not a lot of room for equipment. Light stated that some cities require a twenty-five (25) foot buffer for maintenance. The proposed ten (10) foot provides adequate room for a tractor to mow. Day stated that it is easier to do maintenance if there is room around the perimeter. Light stated that currently detention ponds are grown up and not utilized but with the buffer in place, they could possibly be utilized as a trail or some other amenity for neighborhoods. Light stated that a buffer is encouraged for development but the ordinance would require it and maintenance would be easier. Bevill ask the language “or approved by the City Engineer” could be added to the ordinance. Light stated that if there is a hardship and appeal could be made to this Board. Coleman made a motion to send the proposed ordinance to City Council. Seconded by Kidd. All vote aye.

Light stated there have been several variances regarding front and side lot lines. There has been discussion regarding modifying the language to add exceptions especially in the Industrial area and side lot line channels serving 100 acres or more of upstream drainage area. Bryant questioned if this would apply to the variance from the last meeting. Light stated yes. Light stated there are three different Industrial Parks in Jonesboro, The ordinance only applies to the Craighead Technology Park. Bryant made a motion to recommend the ordinance to City Council. Second by Coleman. All vote aye.
