CITY COUNCIL MINUTES, JUNE 19, 1995

 

The Jonesboro City Council met Monday June 19, 1995, at 7:30 p.m. A full quorum was in attendance. Present were Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego, and Eleven Councilmen. Those Councilmen were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Rega was unable to attend due to business.

 

The minutes of June 5, 1995, were approved as mailed on motion by Councilman Harpole seconded by Councilman Perrin. A roll call vote was taken resulting in all council members voting aye. Those Councilmen voting aye were: Vance, Wise, Evans, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Mr. John Troutt of the Jonesboro Sun endorsed a resolution authorizing the Mayor and City Clerk to enter into a lease agreement with T.F.C Center, Inc. for a period of one year. T.F.C Center, Inc. wishes to lease the Jonesboro City property, located at the corner of Church and Cate for the purpose of providing wholesome activities for students in grades 7-12. It was requested the resolution be placed on the July 6, 1995, agenda.

 

The following ordinance was on second reading:

                     

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MAC FLEMING)

 

No further action was taken on this particular ordinance.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MASHBURN/MOONEY)

 

Councilman Tate moved, seconded by Councilman Hannah for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2627.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO VACATE AND ABANDON A TEN FOOT ALLEY SOUTH OF WASHINGTON AVENUE EAST OF MADISON STREET (COUNTY OFFICES)

 

Councilman Tate moved, seconded by Councilman Hannah for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2628.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MACK FLEMING)

 

The ordinance was held for a second reading until the next council meeting, June 19, 1995.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (ARNOLD/LYONS)

 

Councilman Vance moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Wise moved, seconded by Councilman Kelton to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in a six to five vote opposing a third reading. Those Aldermen voting nay were: Vance, Evans, Province, Young, Harpole and Hannah. Those Aldermen voting aye were: Wise, Perrin, Tate, Kelton, and Roddy. The motion was denied.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MAX DACUS JR.)

 

Councilman Hannah moved, seconded by Councilman Kelton to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. No further action was taken on this particular ordinance.

 

Councilman Harpole moved, seconded by Councilman Wise to accept the low bid meeting specifications for Bid Number 95:34 (Scott Air Packs for the Fire Department). A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

The decision was made to hold Bid Number 95:35 (Fuel System for the Street and Sanitation Departments), until the next council meeting on July 6, 1995.

 

Councilman Evans moved, seconded by Councilman Perrin adopting a resolution requesting City Water and Light to provide free services to the following locations:

 

- Forum - 106 E. Monroe Ave. - Electric on Temp Pole

- Access Road 5 - Electric Meter

- Lights on the Ridge - 107 W. Monroe - Electric Meter

- Lights on the Ridge - 327 S. Main - Electric Meter

- Fire Station - 2916 Wood Street - Security Light

- Park Area - 207 West Allen - Security Light

- Valley View Recreational Baseball Field - Security Light on an existing pole

- Pavilion 4 at Craighead Forest - Security Light

- Access Road 5 - Relocate an existing security light and pole.

 

A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:24.

 

Councilman Perrin moved, seconded by Councilman Kelton adopting a resolution requesting "STOP" signs be placed in the following locations:

 

- Spring Hollow Drive at Autumn Drive

- Lacoste Drive at Ridgepoint Blvd

- Sawgrass Drive at Ridgepoint Drive on both sides of intersection

- Sawgrass Drive at Augusta Cove

- Augusta Cove at Ridgepoint Drive

- Rachel Cove at Ridgepoint Drive

- Lacoste Drive at Ridgepoint Drive

- Ridgepoint Drive at Woodsprings Road

- Farmstead Drive at Woodsprings Road

 

A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:25.

 

Councilman Hannah moved, seconded by Councilman Harpole for the adoption of a resolution to condemn the following properties in Jonesboro:

 

308 McDaniel Street - Curtis Tate

1210 S. Madison - Bill Ebbert Jr.

107 N. Bridge - Garrell Rodgers

115 W. Forrest - William Wyatt

 

A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:26.

 

Councilman Harpole moved, seconded by Councilman Evans for the adoption of a resolution certifying local government endorsement Hytrol Conveyor Company to participate in the Arkansas Enterprise Zone Program. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The resolution was given the number 1995:27.

 

Councilman Harpole moved, seconded by Councilman Young to accept the Mayor's appointment recommendation of Paul Teufel to the Civil Service Commission with a term to expire June 19, 2001. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Under new business, Councilman Hannah moved, seconded by Councilman Kelton to accept Boatmen's Bank as Bond Trustee for Jonesboro's one-percent Sales Tax. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Young who abstained from voting. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Perrin, Tate, Kelton, Roddy, Harpole and Hannah.

 

Councilman Young reported on several calls he had received from local farmers, concerned with the type of chemicals being used to control mosquitoes, and the flight schedule of the sprayer planes. Mayor Brodell stated he would find out for them, or they could call VECTOR for the information.

 

Councilman Young moved, seconded by Councilman Hannah to move the July 3, 1995, Council Meeting to July 6, 1995, due to the national holiday (Independence Day). A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Kelton who voted nay. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Roddy, Harpole and Hannah.

 

Councilman Young informed the Council of a public hearing for the Grants Committee for 6:00 p.m. July 6, 1995, for the purpose of discussing housing assistance in Jonesboro.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF REPAIRS TO THE 7990 EXCAVATOR FOR THE STREET DEPARTMENT

 

Councilman Tate moved, seconded by Councilman Kelton to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Tate moved, seconded by Councilman Perrin to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. Councilman Tate moved, seconded by Councilman Roddy for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those Aldermen voting aye were: Vance, Wise, Evans, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole and Hannah. The ordinance was given the number 2629.

 

With no further business the meeting was adjourned.
