June 19, 1958

body

The City Planning Commission of Jonesboro, Arkansas, met in regular session on June 19, 1958, at 7:30 P.M. in the Engineering Office of City Water and Light Plant.

MEMBERS PRESENT:  Planning Commissioners Dean Ellis, C.D. Frierson, Mrs. Clifford Hill, Lloyd Rebsamen, Elmer Stuck, Caleb Watson, and Neal Thayer.

OTHERS PRESENT:  Planner Commissioners Al Hendrix and Minor Markle.

Minutes of the previous meeting were read and approved.

The chairman stated that he had received requests from citizens interested in property immediately adjacent to commercial and industrial zones for hearings on revisions of the Zoning Map.  Chairman suggested that the Planning Commission, by letter, request the City Council to set definite dates for hearings on revision of the Zoning Map, in accordance with the ordinance.

After discussion, moved by Caleb Watson, seconded by Lloyd Rebsamen, and carried, that the secretary be directed to write a letter to the mayor and council suggesting that they set the dates of the third Mondays in January, May, and September as being the official time for public hearings on proposed revisions of the Zoning Map, or at such other times as the council, in is wisdom, deems proper.

Paul Cooper and Fred Haywood presented plans of a subdivision to be known as “Cooper’s Addition” for consideration and final approval.  After discussion, it was moved by C.D. Frierson, seconded by Dean Ellis, and carried, that the plat be approved and that the secretary be authorized to place final approval stamp, subject to the presentation by Paul Cooper of a sufficient number of drawings of the street profiles and the dedication deed and covenants as required by ordinance.

Carl Barkley stated that he held an option on property located at the southwest corner of Flint and Matthews, formerly occupied as a nonconforming use in a R-2 zone by the Dixie Novelty Company.  Barkley requested approval to continue the nonconforming use as a real estate office.  After discussion, it appeared to the Planning Commission that the proposed new use would e more in character with the uses permitted in the R-2 district, moved by Mrs. Hill, seconded by Caleb Watson, and carried, that Carl Barkley’s request be approved.

There was considerable discussion about the requirements on Page 9, Paragraph D4- Set back lines required for accessory buildings.  No action was taken but it was generally agreed that a revision of these requirements might well be considered at the next proper time for amendments to the ordinance.

There being no further business, meeting adjourned.
