OATH OF OFFICE - 6:20 P.M. - Craighead County Clerk, Jane Todd administered the oath of office to the following public officials: Alderman Ron Kelton, Alderman Fred Rorex, Alderman Cecil Province, Alderman Scott Kelly, Alderman Garry Tate, Alderman Davy Crockett, Alderman Brian Rega, Alderman Johnny Pratt, Alderman Dave Young, Alderman Chuck Fletcher, Alderman Fred Bowers, and Alderman Bill Roddy. Reverend James McKinney of New Jerusalem Church gave the invocation.

 

CITY COUNCIL MINUTES - January 6, 1997

 

The Jonesboro City Council met Monday, January 6, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk, Donna K. Jackson, City Attorney; Phillip Crego, and 12 council members. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

The minutes of December 16, 1996, were approved as delivered by Councilman Young and seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Paul Arnold)

 

Councilman Bowers moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number 2750.

 

Councilman Young offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Tom Hendrix)

 

Councilman Tate moved, seconded by Councilman Roddy to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Tate moved, seconded by Councilman Province to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Tate moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number 2751.

 

Councilman Roddy offered the following ordinance for the first reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The decision by Council was to leave the third reading for the next Council meeting, January 20, 1997.

 

Councilman Young moved, seconded by Councilman Tate for the adoption of a traffic resolution placing traffic signs at the following locations:

A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:01.

 

Under new business, Mayor Brodell gave each Alderman a copy of his newly appointed Committees. He explained changes would be made because of a ruling that an individual cannot serve on both the Grants and Audit Committees. Mayor Brodell encouraged the Committees to meet and requested he be invited to their meetings. In closing, Mayor Brodell explained applications for a Grants Facilitator have been received, and the Personnel Committee would be reviewing the job description and applications.

 

Councilman Kelton announced the Metropolitan Area Planning Commission would review a draft of the Land Use Code on January 14, 1997, and there would be at least one more public hearing before bringing the matter before Council. Mr. Kelton requested Council to participate in the public hearing.

 

Councilman Province encouraged input from the Council as well as the community, regarding the Airport & Industry Committee, stating all comments would be evaluated by the Committee. Councilman Province then nominated Ron Kelton as Vice Mayor for a one year term. Councilman Rega moved, seconded by Councilman Bowers that nominations cease. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Tate expressed his appreciation for the cards and flowers sent in memory of his mother, Mrs. Stella Tate who passed away December 24, 1996.

 

Councilman Rega announced a joint meeting of the Parks Advisory Council and the Parks Committee for January 15th at 7:30 a.m. at the Earl Bell Center.

 

Councilman Young informed the Council of a Finance Committee meeting for January 16, 1997, at 4:00 p.m. Councilman Young also introduced an ordinance amending Section 14.08.02 of the Jonesboro Municipal Code, by adding the word “or private” to paragraph (a) (3). Mayor Brodell questioned the definition of “private schools”, explaining he was not opposed to private schools but felt certain standards should be clarified. At the request of Councilman Kelton, Councilman Young agreed to delay offering the ordinance for two weeks to allow the Metropolitan Area Planning Commission time to review the matter.
