MAPC MINUTES

JULY 11, 1980

 

The Metropolitan Area Planning Commission met Thursday, July 10, 1980 in the court room at City Hall.

 

The meeting was called to order by Mr. Ralph Morrison, Chairman.

 

Members Present: Morrison, Ball, Gott, Freeman, Brown and Scott

 

Members Absent: Cooper, Smith and Tilton.

 

Others Present: Mike Cameron, John Broadaway, Brenda Barnes and Curt Hodges.

 

Minutes for June were read with one correction. The vote on Item number nine was corrected to read that Ball ‘passed’ and Cooper, Smith, Tilton and Freeman voted ‘aye’. Minutes were then approved. Items for business were as follows:

 

Item #1 Roger Moore requests a rezoning from Residential One (R-1) to Commercial Three (C-3), the following described property:

 

The east one-half of Lots 11 and 12, and the west 7.5 feet of an abandoned alley adjacent to the east side of said lots 11 and 12, all in Block 1 of Cole’s Second Addition to Jonesboro, Arkansas, being 101.5 feet east and west by 145 feet north. The general location of this property is south of Nettleton Avenue and east of Cole Street.

 

Mr. Cleo Hooker, a representative of the surrounding property owners expressed his concern for the drainage problem that might be created by the development. He further stated that he had asked Mr. Moore to change the zoning from C-3 to C-4. Mr. Moore agreed.

 

A motion was made by Mr. Gott and seconded by Mr. Ball to approve request from R-1 to C-4 with the stipulation that a site development plan be presented to the Planning Commission before any construction. Voting aye were Ball, Gott, Brown and Morrison, voting no, Scott. REQUEST APPROVED.

 

Item #2 Roger Moore requests approval of site development plans for the east one-half of Lots 11 and 12 of Block 1 and the west 7.5 feet of an abandoned alley adjacent o the west line of said lots 11 and 12, all in Coles Second Addition to Jonesboro, Arkansas.

 

Mr. Ball made a motion to table request, seconded by Mr. Brown. Reason for tabling was result of the developer’s agreement in item #1 to improve the drainage on the property. The development plan therefore would not be complete until it shows the planned drainage improvements. REQUEST TABLED UNANIMOUSLY.

 

Item #3 Dr. H.O. Edwards’s requests a replat of Lots 6, 7, 8 and 9 of Block A and Lots 6, 7 and 8 of Block B of the First replat of Edwards Addition into nine lots. This replat in effect changes the lots back to the original Edwards Addition as recorded in Book 198, Page 80, in the office of the Circuit Clerk and Ex-Officio Recorder, Craighead County, Jonesboro, Arkansas. The general location of this property is north of Johnson Avenue and on either side of Melrose Street.

 

A motion was made by Mr. Freeman to approve request, seconded by Mr. Brown. REQUEST APPROVE UNANIMOUSLY.

 

Item #4 Kent Arnold requests a replat of the north three fifths of the north one-half of the northeast one quarter of the northeast one-quarter of the northeast one quarter of Section 25, Township 14 North of Edgewood Drive.

 

Mr. Freeman made a motion, seconded by Mr. Gott, to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #5 George F. Baldwin, Jr. requests a rezoning from Residential one (R-1) to Commercial Three (C-3) the following described property.

 

Beginning at the east Quarter Corner of said Section 25; thence south 88 degrees 31 feet west on the Quarter Section line 30 feet; thence south 37.8 feet to State Highway #49 right-of-way; thence south 44 degrees 10 feet west on side right-of-way line 200 feet; thence north 00 degrees 07 feet west 177.4 feet to the Quarter Section line; thence north 88 degrees 31 feet east on Quarter Section line 140 feet to point of beginning. Being further described as Lot 1 of Melton Manor Addition, as shown on recorded plat in deed record book 158, page 5, Jonesboro, Arkansas. The general location of this property is the north-west corner of the intersection of Culberhouse Street and Southwest Drive.

 

A motion was made by Mr. Ball and seconded by Mr. Scott to approve the request. Voting aye was Ball, Gott, Freeman and Brown, abstained was Scott. REQUEST APPROVED.

 

Item #6 T.V. Wallis requests preliminary approval of Oakshire Estates Subdivision. The general location of this property is east of highway 1 B and south of Highland Drive.

 

A motion was made by Mr. Freeman, seconded by Mr. Scott, to give preliminary approval to request subject to the addition of a 15’ utility easement between lots 27 and 28 and a 15’ utility easement between lots 32 and 33. REQUEST APPROVED UNANIMOUSLY.

 

 Item #7 Mrs. O.J. Vincent requests approval of a replat of lots three and four and the north 7.5 feet of lot two of Pardew Subdivision to Jonesboro, Arkansas. The general location of this property is west of Pardew Street and north of Nettleton Avenue.

 

A motion was made by Mr. Freeman, seconded by Mr. Gott to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #8 W.C.W. Company requests approval of a replat of Lots 4, 5 and 6 of Block B of White Plaza, Jonesboro, Arkansas into six lots. The general location of this property is south of Conrad Drive and west of Caraway Road.

 

Mr. Freeman made a motion to approve request, seconded by Mr. Gott. REQUEST APPROVED UNANIMOUSLY.

 

No further business, the meeting was adjourned at 9:00 p.m.
