CITY COUNCIL MINUTES - APRIL 7, 1986

 

The Jonesboro City Council met at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all Aldermen.

 

The minutes of March 17, 1986, were approved as mailed on motion by Mr. Park, seconded by Mr. Stricklin. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Culpepper to reject all bids on Bid 86:17 - Street Sweeper - Street Dept. - and to review at a later date. All voted aye.

 

Mr. Hinson offered the following ordinance: (Extending loading zone on W. Side of Church St.)

 

AN ORDINANCE FOR CERTAIN TRAFFIC CONTROL DEVICES TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSES.

 

Mr. Sanderson moved, seconded by Mr. Hinson to suspend the rules and place the ordinance on second reading. All voted aye.

 

The following ordinance was on second reading: (Rezoning - R-1 to C-3, N. of Indian Ins. - S. Daugherty)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Shelton moved, seconded by Mr. Hinson to suspend the rules and place on third reading. All voted aye. Mr. Hinson moved, seconded by Mr. Park to adopt the ordinance. A vote was taken. The motion passed the ordinance was given the number 1974.

 

The following ordinance was on third reading: (Annexation - Jack Grimes & others - N. side of Hwy 18 E. 453.36 acres)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORIES TO WARD 6; DECLARING THE ZONING FOR THE ANNEXED TRACT; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

Mr. Culpepper moved, seconded by Mr. Stricklin to amend the ordinance deleting original pages 2 and 3 and inserting corrected pages 2,3,4,5, & 6. All voted aye. Mr. Mays moved, seconded by Mr. Park to adopt the ordinance. All voted aye. The ordinance was given the number 1975.

 

Mr. Hannah moved, seconded by Mr. Culpepper to set an appeal hearing for Steve Howerton, 2204 Hampton Dr. to appeal MAPC decision regarding opening a driveway through to Hampton Drive on April 21, 1986, at 7:00 p.m. All voted aye.

 

Mr. Culpepper offered the following:

 

A RESOLUTION TO CREATE A COMMITTEE TO STUDY ANNEXATIONS AND A SPECIAL CENSUS

 

The committee would be comprised of the Mayor, Don Culpepper, Chairman, Ralph Stricklin, Henry Jones, Jim McKinnon, Jeff Gibson, Jim Burton, and Phyliss Burkette. Discussion followed. Mr. Culpepper moved, seconded by Mr. Evans to adopt the resolution. Aldermen Park, Stricklin, Evans, Bridger, Shelton, Strauser, Sanderson, Culpepper, and Mays voted aye. Aldermen Hannah, Hinson, and Nix voted nay. The resolution was given the number 1986:05. Mr. Nix moved, seconded by Mr. Shelton to have the Mayor proceed as soon as possible to investigate a special census and not wait on the committee recommendation. All voted aye.

 

Debbie Whitmire, 220 Alpine, addressed the Council regarding the placement of a “Deaf Child Area” sign next to her home at the city’s expense. Mr. Hinson stated he would have the safety officer place a “Caution - Children at Play” sign until the matter can be researched further. Mr. Evans stated the Committee for the Disabled is looking into matters such as this request.

 

Patty Tippit and Kim Staggs addressed the Council regarding a “Children At Play” sign on Allen Street and a 4-way stop sign at LaBaume and Allen. Mr. Hinson will have Capt. Smith check on the matter and make a recommendation.

 

City Engineer, Jeff Gibson presented a report on a subdivision on Cherry, off of Hester. Discussion followed. Mr. Gibson stated he authorized work on the street, dedicated 18 years ago, because no work had been done in that length of time and he was concerned to city might be subject to a lawsuit. The MAPC authorized in March the subdivision off W. Cherry. Gibson stated the developer would be required under MAPC stipulations to develop 2 of the street. Estimation of the cost of paving the remaining 2 of the street is around $5,000. He added the city worked out an agreement with the developer, Kent Arnold to do some minor work on the street in exchange for the firm paving the full street. He estimated the total cost to the city at approximately $1,000. Mr. Hinson moved, seconded by Mr. Bridger to have the Mayor send letters to the previous developers asking them to reimburse the city for the amount the city is out. All voted aye.

 

Mr. Hannah asked Mr. Gibson to report on the Bond with H and S Construction Co.

 

Mr. Evans moved, seconded by Mr. Bridger to set a Public Hearing for Steve and Kathy Smith regarding an island annexation near the Trim Gym on Race St., C-3 Zoning at 6:55 p.m. on April 21, 1986. All voted aye.

 

Mr. Sanderson reported on a Sanitation Committee meeting held with Mr. Charles Harty of Memphis Waste Products regarding the separation of paper products from household garbage. Mr. Sanderson moved, seconded by Mr. Nix to continue to allow the private haulers to use the Landfill until the city receives a letter from P C & E to delay the proposed reclassification of the Landfill. All voted aye.

 

Jeff Gibson reported on the municipal Landfill. He stated preliminary engineering studies indicate three-fourths of the Landfill is in good shape, and he added he is hopeful the preliminary work will force P C & E to delay the proposed reclassification of the Landfill.

 

Two requests for annexation were referred to the Committee investigating annexation.
