AN ORDINANCE ESTABLISHING THE OFFICE OF CITY PLANNER FOR THE CITY OF JONESBORO, DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES

WHEREAS, the increasing rate of growth of the City of Jonesboro has required that increased resources be directed toward future planning for orderly growth in the City of Jonesboro, and

 

WHEREAS, the efficient and effective allocation of such resources requires that the City of Jonesboro obtain the services of a trained planner to direct and supervise planning, zoning and related activities for the City of Jonesboro:

 

NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Jonesboro:

 

SECTION 1:  There is hereby established the office of City Planner, an executive office of the City.  The City Planner shall serve under the direct supervision of the Mayor and the City Council.  The City Planner shall be selected as follows:

 

(A) The Mayor shall appoint a search committee, comprised of the Mayor and three members of the City Council;

 

(B) The search committee will receive and review resumes, and interview a minimum of three (3) candidates.

 

(C) From the interviews, the search committee will recommend a nominee to the City Council which may confirm or reject the nominee.

 

SECTION 2:  The City Planner shall function primarily by providing information, advise and recommendations to the Mayor, City Council, and boards and commissions charged with legislation and/or enforcement of planning, zoning and annexation regulations.  The City Planner's activities shall include, but not be limited to carrying out comprehensive planning studies and preparation of reports relating to population, housing, transportation, land use and public facilities; reviewing subdivision plats for compliance with local ordinance requirements and writing recommendations regarding same; attending meetings of the Metropolitan Area Planning Commission and Board of Adjustment for purposes of providing advise as required; preparation and review of federal grant applications; revision and update of zoning and related ordinances; providing planning and zoning advise to the City Council, and any other task which the Mayor shall assign.

 

SECTION 3:  The City Planner shall have such office help and other employees as may from time to time be authorized by the Mayor and City Council.

 

SECTION 4:   Owing to the marked increase in the growth of the metropolitan area of the City of Jonesboro, and the attendant demands for ongoing planning services for the City of Jonesboro, and in order to guarantee the optimum expenditure of City resources, the City Council determines that the employment of a full-time City Planner is an immediate necessity for the efficient operation of the government of the City of Jonesboro; therefore and emergency is declared to exist, and this ordinance being necessary for the preservation of the public health, safety and welfare, it shall take effect and be in full force from and after its passage and approval.
