CITY COUNCIL MINUTES, APRIL 1, 1996

 

The Jonesboro City Council met Monday, April 1, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor, Donna Jackson, City Clerk; Phillip Crego, City Attorney, and 11 council members. Those members were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Harpole was unable to attend.

 

The minutes of March 18, 1996, were approved as delivered by Councilman Perrin and seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

Councilman Tate offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND THE JONESBORO CODE OF ORDINANCES, SECTION 8.44.14, KNOWN AS PARKING TIME LIMITS DESIGNATED TO SPECIFY LEASE AND FREE PARKING LOTS.

 

Councilman Tate moved, seconded by Councilman Roddy to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Tate moved, seconded by Councilman Roddy to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Kelton moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. The ordinance was given the number 2689

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (David Sandborn)

 

Councilman Vance moved, seconded by Councilman Wise for the adoption of this ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. The ordinance was given the number 2690.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (RidgePoint Development Corp.)

 

Councilman Perrin moved, seconded by Councilman Tate for the adoption of this ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. The ordinance was given the number 2691.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Boone & Osborn)

 

Councilman Evans moved, seconded by Councilman Tate for the adoption of this ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. The ordinance was given the number 2692.

 

Councilman Young offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND CHAPTER 7.36.01 OF THE JONESBORO MUNICIPAL CODE, KNOWN AS "SELLING OR DISCHARGING FIREWORKS", TO PROHIBIT SALES WITHIN CITY LIMITS.

 

Councilman Evans moved, seconded by Councilman Vance to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Evans moved, seconded by Councilman Wise to suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye, with the exception of Councilman Vance who voted nay. Those members voting aye were: Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. Councilman Rega moved, seconded by Councilman Evans for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin. The ordinance was given the number 2693.

 

The following bids were reviewed:

 

•96:10 - ASPHALT - STREET DEPARTMENT

Councilman Evans moved, seconded by Councilman Kelton to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:11 - READY MIX- STREET DEPARTMENT

Councilman Evans moved, seconded by Councilman Perrin to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:12 - CONCRETE PIPE - STREET DEPARTMENT

Councilman Vance moved, seconded by Councilman Wise to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

Councilman Kelton moved, seconded by Councilman Tate to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:14 - GLASS SPHERES - STREET DEPARTMENT

Councilman Vance moved, seconded by Councilman Perrin to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:15 - SAND & GRAVEL - STREET DEPARTMENT

Councilman Vance moved, seconded by Councilman Wise to split the bid between Robert Construction and Razor Rock, accepting the low bid meeting bid specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:16 - YELLOW & WHITE STREET PAINT - STREET DEPARTMENT

Councilman Perrin moved, seconded by Councilman Young to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

Councilman Tate moved, seconded by Councilman Kelton to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

Councilman Perrin moved, seconded by Councilman Young to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

•96:22 - CRACK FILLING MATERIAL - STREET DEPARTMENT

Councilman Vance moved, seconded by Councilman Young to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:23 - PAVEMENT MARKINGS - STREET DEPARTMENT

Councilman Evans moved, seconded by Councilman Perrin to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

•96:24 - 12" CROSSWALK (PAVEMENT MARKINGS) - CONTINUED

Councilman Tate moved, seconded by Councilman Perrin to accept low bid meeting specifications. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

Councilman Vance moved, seconded by Councilman Perrin to set an Appeal Hearing regarding a rezoning denial by the Metropolitan Area Planning Commission for 73.07 acres located on the south side of Johnson Avenue, east of Murray Creek Drive and west of Pomona Drive. The appeal request was made by Craighead County Fair Association, Inc. to rezone property from Residential (R-1) to Commercial (C-3). The Appeal Hearing was set for 5:00 p.m. on April 18, 1996. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

Councilman Wise moved, seconded by Councilman Evans to pull Item 7, a resolution to grant a franchise for emergency ambulance services to Patient Transfer Services and Emerson Ambulance Service. Councilman Wise explained the Transportation Committee has been asked to research this matter, and submit an ordinance at a later date. A roll call vote was taken resulting in all members voting aye. Those members voting aye were: Vance, Wise, Evans, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, and Perrin.

 

Under new business, Councilman Perrin moved, seconded by Councilman Kelton to accept the recommendation of the Finance Committee to allocate $1500.00 from unallocated sales tax for the purchase of a transportation van, as requested by the Disabled American Veterans.

 

It was announced, the Policy Committee would review the final draft of a Land Use Plan on April 11, 1996. The public is invited to attend.

 

Councilman Rega moved, seconded by Councilman Tate to accept the reappointment of Betty Shaw to the Metropolitan Area Planning Commission with an expiration date of, April 1, 1999.

 

With no further business the meeting was adjourned.
