CITY COUNCIL MINUTES JUNE 20, 1977
The Jonesboro City Council met in regular session, Monday, June 20, 1977, at 7:30 p.m. in the Municipal Court Room. Present were Mayor, City Clerk, City Attorney, and the following named aldermen: Park, Sanderson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard. Absent: Hinson.
The meeting began with Prayer and Pledge of Allegiance.
Mr. Allen Nixon, Chairman of Library Board, made a report to council on the library and introduced members of the Board, Whitt Wood, Col. Harry Morris, Clayton Rogers, and Librarian, Mrs. Othaline Echols. Mr. Nixon requested that the City contribute $3000.00 to the library. Mr. Sanderson moved that the Finance Committee review the request and report at the next meeting. The motion was seconded by Mr. Stricklin and received unanimous vote of council.
Mr. Shelton moved that the minutes of June 6 be corrected to read: “Mr. Shelton moved that the City purchase the Nazarene Church” Mr. Shelton then moved that the minutes be approved as corrected, seconded by Mr. Sanderson. All voted aye.
Mr. Clarence Freeze requested that council contribute $700.00 for the restoration of Loc Heed Post Office. Mr. Hannah moved that the request be granted, seconded by Mr. Sanderson. All voted aye.
The following ordinance was on 3rd reading:
AN ORDINANCE TO AMEND ORDINANCE #1434; ARTICLE 2, LICENSING OF AN ELECTRICIAN, CONTRACTOR, ETC. AND FOR OTHER PURPOSES
Mr. Hannah moved that the ordinance be tabled for two weeks, seconded by Mr. Minx. All voted aye.
The following ordinance was on 3rd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5, ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-2), DECLARING AN EMERGENCY, AND FOR OTHER PUROSES
Mr. Hannah moved for the adoption of the ordinance to include the emergency clause seconded by Mr. Shelton, and receiving unanimous vote of council. The ordinance was adopted and given #1580.
On motion of Mr. Park, seconded by Mr. Stricklin, the following council meeting will be held on July 5th.
Mr. Stricklin offered the following Resolution:
RESOLUTION SETTING A PUBLIC HEARING REGARDING THE ABANDONMENT OF DANNY DRIVE
Mr. Stricklin moved for the adoption of the resolution seconded by Mr. Sanderson. All aye. The resolution was given the number 1977:05.
The following ordinance was on 3rd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 6: ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-2): DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
On motion by Mr. Hannah, seconded by Mr. Stricklin the ordinance was adopted by unanimous vote of council and given #1582.
Mr. Sanderson moved that bids of $1,780 from Vaught & Assoc. for picnic tables and $830 from Ace Tools for stoves, be accepted. The motion was seconded by Mr. Park and received affirmative votes by all council members.
The following bids were opened on Baytex Chemicals:

Mr. Minx moved that the low bid which met specifications, be accepted, seconded by Mr. Sanderson. All voted aye.
The following bids were opened on Cythion Chemicals:

Dickson Chemical 17.80
Mr. Minx moved that the low bid which met specifications be accepted, seconded by Mr. Sanderson. All voted aye.
The following bids were opened on pickup trucks for the Sanitation Department:
Aycock $7,488.70
Central 7,800.00
O’Neal 7,530.00
Mr. Park moved that the low bid from Aycock Pontiac be accepted, seconded by Mr. Shelton. All voted aye.
The following bids were opened on slurry seal:
Woods Const. .40 sq. yd.
Bituminous Const. .37½ sq. yd.
Mr. Park moved that the bid from Bituminous Const. be accepted, seconded by Mr. Bridger. All voted aye.
The following ordinance was on 3rd reading.

The ordinance was given #1583.
Mr. Sanderson moved that the Mayor enter into a lease agreement with Garmon Price for property on W. Washington extended, seconded by Mr. Park. All voted aye
On motion by Mr. Minx, seconded by Ms. Haigler, the revised budget for 1977 was adopted by unanimous vote of council.
There being no further business, council adjourned.
