Minutes for the City Council meeting on April 6, 1959

The City Council of the City of Jonesboro, Ark. met in regular session at City Hall, Monday night, April 6, 1959, at 7:30 p.m. There were present: Mayor, City Atty., City Clerk and the following named Councilmen: Keister, Johnson, Snow, Williams, Griffin, Brickell, Field, Smith, Heern, Copeland, Parks and Ebbert.

 

Mr. Johnson offered the following Ordinance and placed it on the first reading:

 

AN ORDINANCE TO ABANDON AN ALLEY SOUTH OF CAMPUS STREET, BETWEEN RAINS AND WOFFORD:

 

Mr. Brickell made the motion, seconded by Mr. Ebbert, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Brickell made the motion, seconded by Mr. Field, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Brickell made the motion, seconded by Mr. Williams, that the ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the Emergency Clause. All aye. The ordinance was given the number 982.

 

A number of property owners from West Matthews appeared before Council and asked for consideration in the new law prohibiting parking on West Matthews. After much discussion, Mr. Heern made the motion, seconded by Mr. Ebbert, that the Mayor appoint a committee from the Council and the property owners appoint their own committee to work out something on the problem and come back with a recommendation to Council. Roll was called. Voting aye-Snow, Brickell, Field, Smith, Heern, Copeland and Ebbert. Voting no-Keister, Johnson, Williams and Griffin. Mr. Parks was absent on this vote. Motion carried. The Mayor appointed Ebbert, Smith and Griffin.

 

Mr. Smith made the motion, seconded by Mr. Johnson, that the City buys a front end loader from Bridger Tractor Co. on the low bid of $2930.35. Roll was called. All aye except Mr. Ebbert who passed. Motion carried.

 

Mr. Heern offered the following Resolution:

 

RESOLUTION AUTHORIZING THE PURCHASE OF LOT ON WEST WASHINGTON AVENUE

 

Mr. Heern made the motion, seconded by Mr. Smith, that the resolution be adopted. Roll was called. All aye except Mr. Ebbert who voted no. Motion carried. The resolution was given the number 1959:08.

 

Mr. Snow made the motion, seconded by Mr. Brickell, that the Mayor be authorized to hire such employees that will be necessary to work during vacations in the Police Dept., Fire Dept. and Street Dept. roll was called. Voting aye-Snow, Williams, Griffin and Field. Voting no-Keister, Johnson, Brickell, Smith, Heern, Copeland, Parks and Ebbert. Motion failed.

 

Mr. Brickell made the motion, seconded by Mr. Parks, that the City accepts bids on a new Police car with and without the trade in of the 1958 Chevrolet according to the specifications set out by the Mayor and the Chief of Police. Also bids will be accepted from the general public on the 1958 Chevrolet. Bids to be in the next Council meeting. Roll was called. All aye. Motion carried.

 

Mr. Brickell made the motion, seconded by Mr. Johnson, that the City cooperates in the Clean Up week by hiring 6 men at $1.00 per hour from April 21st through April 30th and rent 1 truck. Roll was called. All aye. Motion carried.

 

Mr. Parks offered the following Ordinance and it was placed on the second reading.

 

AN ORDINANCE CREATING AND ESTABLISHING THE OFFICE OF PUBLIC WORKS ENGINEER OF THE CITY OF JONESBORO, ARKANSAS; PRESCRIBING THE QUALIFICATIONS THEREFORE AND DUTIES THEREOF AND FOR OTHER PURPOSES.

 

Mr. Keister made the motion seconded by Mr. Ebbert that Section 6 of the Ordinance be amended to read as follows:

 

CONTROL AND EMPLOYMENT OF DEPARTMENT EMPLOYEES. The said Engineer shall have complete supervision and control of all employees within his departments and shall recommend the employment and discharge of such employees as may be necessary for the proper discharge of the work of such departments and for the proper inspection herein provided for. Said Engineer shall recommend the employment inspection herein provided for. Said Engineer shall recommend the employment of such additional personnel in his department as from time to time he believes are necessary. The salary scale of the employees in his various departments shall be set and determined by the City Council.

 

Roll was called. All aye. Motion carried. Mr. Parks made the motion, seconded by Mr. Heern, that the rules be suspended and the ordinance be placed on the third and final reading. Roll was called. Voting aye-Keister, Johnson, Smith, Heern, Copeland, Parks and Ebbert. Voting no-Snow, Williams, Griffin, Brickell and Field. Motion failed for lack of two-thirds majority required to suspend the rule.

 

Mr. Parks offered the following Ordinance and placed it on the first reading:

 

AN ORDINANCE PROHIBITING PARKING OF ANY VEHICLES WITHIN CERTAIN ALLEYS IN THE CITY OF JONESBORO, PROVIDING A PENALTY FOR VIOLATION THEREOF, AND FOR OTHER PURPOSES.

 

Mr. Parks made the motion, seconded by Mr. Brickell, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried.

 

Mr. Brickell made the motion, seconded by Mr. Field, that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

Mr. Field offered the following Ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, SAME BEING AN ORDINANCE ESTABLISHING THE ZONING REGULATIONS; AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT AND AMENDMENT THEREOF AND CREATING A BOARD OF ZONING ADJUSTMENT; PROVIDING A PENALTY FOR VIOLATION THEREOF, AND FOR OTHER PURPOSES.

 

Mr. Field made the motion, seconded by Mr. Keister, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Keister made the motion, seconded by Mr. Field, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Keister made the motion, seconded by Mr. Parks, that the Ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the Emergency Clause. All aye. The ordinance was given the number 983.

 

The City Atty. was asked to recommend to Council an Ordinance on curb cutting.

 

Mr. Ebbert made the motion, seconded by Mr. Snow, that cars entering the Oklahoma Tire and Supply Co. Service Dept. be allowed to enter the alley off of Huntington at the North end only so far as to gain entrance and exit from said Service Department. Roll was called. All aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
