RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS TO UTILIZE FEDERAL-AID RECREATIONAL TRAILS PROGRAM FUNDS AND AUTHORIZING THE CITY OF JONESBORO GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR THE FY21 RECREATIONAL MOTORIZED TRAILS PROGRAM (RTP) FROM THE ARKANSAS DEPARTMENT OF TRANSPORTATION.

WHEREAS, the City of Jonesboro, Arkansas understands Federal-aid Recreational Motorized Trails Program (RTP) funds are available at 80% federal participation and 20% local match to construct and update ATV trails at Craighead Forest Park; and
WHEREAS, the total project cost is $136,325, and the City of Jonesboro is requesting $109,060 in RTP funding and will provide a local match of $27,280; and
WHEREAS, the City of Jonesboro, Arkansas understands that Federal-aid Funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and
WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the applicant for the life of the project.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The Jonesboro City Council supports the submission of the 2021 application to the Recreational Motorized Trails Program to construct and update ATV trails at Craighead Forest Park, and
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, Arkansas to execute all necessary documents to effectuate the application; and
SECTION 3: The City of Jonesboro, Arkansas will participate in accordance with its designated responsibility, including maintenance of this project; and
SECTION 4: The Mayor and City Clerk are hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project; and,
SECTION 5: The Jonesboro City Council pledges its full support and hereby authorizes the Arkansas Department of Transportation to initiate action to implement this project.
