Minutes for the City Council meeting on November 19, 1962

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, November 19, 1962, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Sammons, Brewer, Wilson, Smith, Brickell, Stallings, Snow, Kelly, Cook, Ledbetter, Copeland and Perry.

 

Mr. Smith moved with Mr. Cook seconding the motion that the proposed Zoning Ordinance amendment be amended as follows: In Section 1, Item 4, a period be placed after Arkansas and the rest of the Item 4 be deleted. Roll was called. All members voted aye and the motion carried. The ordinance was read for the third and final time.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 PROVIDING FOR CHANGE IN ZONING DISTRICT BOUNDARIES

 

Mr. Cook then moved with Mr. Smith seconding the motion that the ordinance be adopted. On calling the roll, all voted aye and the motion carried. The ordinance was given the number 1065.

 

Mr. Snow made the motion seconded by Mr. Brewer that resolution and ordinance pertaining to rezoning, annexations, etc., have the streets designated by block numbers in addition to the land description. On calling the roll, all voted aye and the motion carried.

 

Mr. Brewer offered the following resolution:

 

RESOLUTION TO LEVY A .5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY TO CARRY ON THE GOVERNMENT OF THE CITY OF JONESBORO

 

Mr. Sammons made the motion seconded by Mr. Perry that the resolution be adopted. Roll was called and all voted aye. Motion carried. The resolution was given the number 1962:22.

 

Mr. Snow offered the following resolution:

 

RESOLUTION TO LEVY A .6 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICEMAN’S PENSION AND RELIEF FUND

 

Mr. Snow made the motion seconded by Mr. Wilson that the resolution be adopted. On calling the roll, all voted aye and the motion carried. The resolution was given the number 1962:23.

 

Mr. Copeland offered the following resolution:

 

RESOLUTION TO LEVY A 1 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE PUBLIC CITY LIBRARY TAX

 

Mr. Wilson moved with Mr. Brewer seconding the motion that the resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1962:24.

 

Mr. Copeland offered the following resolution:

 

RESOLUTION TO LEVY A .6 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE DEVELOPMENT OF A MUNICIPAL COMMUNITY CENTER

 

Mr. Copeland made the motion seconded by Mr. Brewer that the resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1962:25.

 

Mr. Brickell moved with Mr. Brewer seconding the motion that the City Attorney be authorized and directed to draw up an ordinance to amend Ordinance 1062, leaving out Lots 8 and 9 on the north side of Highway 1. Roll was called. Mr. Cook voted no and all other members voted aye. Motion carried.

 

The following ordinance was read for the third and final time:

 

AN ORDINANCE ESTABLISHING AND ELIMINATING STOP AND YIELD SIGNS AT CERTAIN STREET INTERSECTIONS IN THE CITY OF JONESBORO, ARKANSAS; PROVIDING A PENALTY FOR VIOLATION THEREOF AND FURTHER PURPOSES

 

Mr. Snow moved with Mr. Cook seconding the motion that the ordinance, Section 1, Items 3 and 4 be amended to read yield signs instead of stop signs. Roll was called. All aye. Motion carried. Mr. Brickell then moved with Mr. Cook seconding the motion that the ordinance as amended by adopted. Roll was called. All aye. Motion carried. Mr. Cook made the motion seconded by Mr. Brewer that the emergency clause be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 1066.


Mr. Snow moved with Mr. Brewer seconding the motion that the Street Committee’s recommendation be accepted and approved which is: to remove the trees from Tony Drive to Dana and to grade and gravel when feasible. Roll was called. All aye. Motion carried.

 

Mr. Brewer offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 PROVIDING FOR CHANGE IN ZONING DISTRICT BOUNDARIES

 

Mr. Brickell moved with Mr. Perry seconding the motion that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
