Mr. McCracken informed the commissioners of the progress made by the Annexation Committee. The first major accomplishment was a recommendation to the City Council to annex all islands by ordinance and that the research for this has already been undertaken. Mr. McCracken also told those present that representatives of the Municipal League and East Arkansas Planning and Development believes that the powers of the MAPC extends to a five (5) mile radius beyond the City limits with regards to subdivisions. The MAPC has no powers in which to enforce zoning restrictions in this 5 mile radius but can enforce requirements with reference to streets being built. Legal opinions are being sought at this time on all the items mentioned above.

Joe Tomlinson attended a seminar recently conducted by the Municipal League. Joe stated that this was a very interesting meeting and that topics of discussion were annexations, city planning departments, means of enforcement, etc., items which are presently being discussed by the annexation committee and the MAPC. Joe said he would make available to all commissioners the notebook prepared by the Municipal League for the seminar.

Meeting adjourned at 8:00 p.m.
