CITY COUNCIL MINUTES - DECEMBER 15, 1997

                     

The Jonesboro City Council met Monday, December 15, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 12 council members. Those members were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Vice Mayor, Ron Kelton presided over the meeting in the absence of Mayor Brodell who was unable to attend due to illness in his family.

 

The minutes of December 1, 1997, were approved as delivered, by Councilman Rega seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Mr. Jim Stark, Regional Supervisor for Vector Mosquito Control gave Council a brief report regarding aerial and ground applications for mosquito larviciding and adulticiding. He reported there was a 20% decrease in the mosquito population compared to last year. Mr. Stark stated he looked forward to serving Jonesboro in 1998.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (SON-TINA ENTERPRISES, INC.)

 

Councilman Young moved, seconded by Councilman Fletcher for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3017.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO RELOCATE A PORTION OF STREET EASEMENT LOCATED ACROSS THE EASTERLY SIDE OF LOT 8, BLOCK E IN THE DUNWOODY-HUNTCLIFF ESTATES (FRANK MACON)

 

Councilman Rega moved, seconded by Councilman Young to table the ordinance till January 5, 1997, to allow City Engineer, Claude Martin an opportunity to review the plat. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Fletcher offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (MACK FLEMING)

 

Councilman Young moved, seconded by Councilman Bowers to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Rega offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (SAGE MEADOWS)

 

Councilman Young moved, seconded by Councilman Bowers to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Roddy to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Bowers for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was assigned number 3018.

 

Councilman Roddy offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (GENE PRUITT)

 

Councilman Young moved, seconded by Councilman Pratt to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Bowers moved, seconded by Councilman Roddy for the adoption of a resolution to allow Sigma Chi Fraternity to participate in the “Adopt a Street” program. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was assigned number 1997:81.

 

Under new business, Councilman Tate moved, seconded by Councilman Roddy to appropriate $34,000.00 from unappropriated sales tax for the Ridgecrest Drainage Project. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Young offered the following ordinance for first reading:

 

ORDINANCE ADOPTING A 1998 BUDGET FOR THE CITY OF JONESBORO, ARKANSAS

 

Councilman Young moved, seconded by Councilman Rega to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Bowers moved, seconded by Councilman Roddy to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Young moved, seconded by Councilman Rega for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Davis, Tate, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3019.

 

With no further business the meeting was adjourned.
