MINUTES

METROPOLITAN AREA PLANNING COMMISSION

AUGUST 8, 2000.

 

MEMBERS PRESENT: Beadles, Little, Damron, Gott, Krennerich, Pitts, Shaw, Phillips

 

MEMBERS ABSENT: None

 

The minutes of the July 11, 2000 meeting were approved as prepared.

 

#1 RZ00-36 Shirley McNamara requested approval of rezoning from Residential R-1 to Residential R-2 for 3.16 acres located on a part of the south ½ of the NW 1/4 of Section 32, T14N, R4E.  The address of the property is 3714 Harrisburg Road and the general location of the property is on the east side of Harrisburg Road, north of Lakewood Drive.

 

Skip Mooney, Sr. informed the commissioners the legal action that was pending at the filing of a previous request for this property had been decided.   The court decision was ordered on May 19, 2000.

 

Opponents from the area, approximately 12, voiced concerns over the lack of maintenance of the property until the rezoning was filed and were also concerned about property values going down.  Drainage issues were raised and it was stated that drainage-ways in the area are not maintained and that drainage is between homes in the adjacent subdivision where back yards and garages have flooded.  They feared that parking lots and roof tops would further compound the drainage problems.

 

Ms. Shaw made a motion to disapprove the request stating the rezoning to a higher density zoning would be a detriment to the area considering that there are over 900 apartments within a short radius of the proposal.  Ms. Shaw further stated that the current drainage issues need to be addressed before additional development is allowed to occur here.  The motion was seconded by Mr. Krennerich.  Voting was 7 in favor, 0 opposed, MOTION CARRIED, REQUEST DISAPPROVED.

 

#2 RZ00-38 W. B. Quinn and Paulette Quinn requested approval of rezoning from Agricultural AG-1 and Residential R-1 to Industrial I-1 for 9.03 acres located on a part of the NW 1/4 of Section 10, T13N, R3E.  The address of the property is 6106 Southwest Drive and the general location of the property is on the south side of Southwest Drive, approximately ½ mile west of Wimpy Lane.

 

A motion by Mr. Pitts to disapprove and a second by Ms. Shaw was withdrawn by each party when Terry Bare, Project Engineer, asked to withdraw the item from consideration.  Commissioners urged the petitioners to work on a more comprehensive approach to development in this area.  Mr. Pitts further stated that this is a main entry to the City and good planning would provide better development of the property and the surrounding areas.  The visual quality of this entrance into the city could be maintained and/or improved if a master plan was developed. ITEM WITHDRAWN.

 

#3 RZ00-39 Terry Henson requested approval of rezoning from Residential R-1 to Commercial C-3 for .36 acre located on a part of the NW 1/4, SE 1/4 of Section 4, T13N, R4E.  The address of the property is 4800 Stadium Blvd., and the general location of the property is on the southeast corner of Stadium Blvd. and Bunting Drive.

 

When asked what the plans were for this 1/3 of an acre lot, Mr. Henson said a relative owned a commercial vending trailer and wanted to place it on this site.  The old home there is too far gone to restore for residential use.  He also stated that he owns more land east of this site.

 

Mr. Pitts made a motion to disapprove the request stating that this is an inappropriate time for rezoning a very small piece of property surrounded by R-1 zoning.  A more comprehensive plan for the area is needed noting that there are some nonconforming commercial uses in the area and more land which will probably develop commercially and thereby provide better commercial development than such a small piece of property.  Ms. Shaw seconded the motion.  Voting was 5 in favor, 1 opposed, 1 abstained, MOTION CARRIED, REQUEST DISAPPROVED.

 

#4 MP00-28 Terry Henson requested approval of a minor plat containing .36 acre located on a part of the NW 1/4, SE 1/4 of Section 4, T13N, R4E.  The address of the property is 4800 Stadium Blvd., and the general location of the property is on the southwest corner of Stadium Blvd. and Bunting Drive.  WITHDRAWN BY PETITIONER.

 

#5  SU00-9  C. E. Counce requested approval of a petition to locate a manufactured home in an R-1 Residential District at 4700 Industrial Drive.

 

A motion to approve the request was made by Mr. Krennerich and seconded by Mr. Damron.  Petitions submitted contained the appropriate number of signatures.  Other manufactured homes have been approved in this area over the last few years.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED.

 

#6  SP00-12 J. T. Motorsports requested approval of site development plans for adding a fourth building containing 14,000 sf to their existing site.  The address of the property is 105 W. Parker Road and the general location of the property is on the southeast corner of Parker Road and Parker Annex Road.

 

There was considerable discussion regarding traffic directly entering the building from the street.  Revised plans were submitted at the meeting with some changes but more changes are needed.  The planned use of the building is storage for merchandise in stock and other items stored outside currently. 

 

Mr. Krennerich made a motion to approve the request with the following stipulations:

 

1.  No overhead doors on the west side of the building, all access is to be from the east side of the building on the interior side of the lot

2.  Removing the loading dock as stated to the Commissioners and as shown on the revised plan

3.  Installation of required parking spaces to meet ordinance requirements or obtaining a variance for parking from BZA

4.  Add all building dimensions to the revised plans

 

The motion was seconded by Mr. Phillips.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED WITH STIPULATIONS. 

 

#7  FP00-4 Jim Abel requested final approval of subdivision plans for Maple Valley Subdivision containing 63 lots on 18.94 acres.  The general location of the property is on the west side of Maple Valley Drive approximately 700' north of Southwest Drive.

 

It was noted that all stipulations from the preliminary approval had been met except for the street improvement agreement for Maple Valley Drive which can be taken care of at any time.  It was stated that the development may be divided into phases. 

 

A motion to grant final approval was made by Mr. Phillips and seconded by Mr. Krennerich.  Voting was 7 in favor, 0 opposed, REQUEST APPROVED.

 

#8  PP00-7 David Cook requested preliminary approval of subdivision plans for Cook’s Subdivision containing 40 lots on 9.64 acres.  The general location of the property is on the east side of Richardson Road, south of Colony Drive. ITEM WITHDRAWN.

 

A secondary means of access on the proposed street, which exceeds 1,300' in length, was the main point of discussion.  This owner was encouraged to work with the adjoining land owners to work out another means of access and resubmit his plans.  Access to the subdivision by emergency vehicles and lot owners was the main concern.

 

#9  MP00-29 Griffin-Dement LLC requested approval of the Red Roof Addition, a minor plat containing 8.76 acres located on a part of the SE 1/4, NE 1/4 of Section 33, T14N, R4E.  The general location of the property is on the south side of Rook Road, east of the Missouri-Pacific Railroad and north of Longcrest Drive. ITEM WITHDRAWN.

 

Clarification of the right of way on Rook Rd. and on Longcrest Drive was needed on the minor plat.  As proposed the property lines cross the center of the road and encompasses more than one half of the street.  Additional information needed for minor plat.

 

#10 SP00-14 Griffin-Dement LLC requested approval of site development plans for a warehouse development to be constructed on the Red Roof Addition.  The proposal contains 993 warehouse units in 19 buildings and a 3,200 square foot office building.  The general location of the property is on the south side of Rook Road, east of the Missouri-Pacific Railroad and north of Longcrest Drive. ITEM WITHDRAWN.

 

Questions were raised regarding 18' drives on site, turning radius around the buildings, drainage plans, landscaping and buffering for visual separation from adjacent R-1 and  R-2 properties, access to the site for emergency vehicles, proposed parking and driveway materials.
