CITY COUNCIL MINUTES SEPTEMBER 4, 1979

 

The Jonesboro City Council met in regular session, Tuesday, September 4, 1979, at 7:30 p.m. Present were Mayor, City Attorney, City Clerk and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Hannah, Haigler, Stricklin, Province, Mays and Haggenmacher. Mr. Minx was absent.

 

Mr. Park moved that the minutes of August 20, 1979, be approved as mailed, seconded by Mr. Hinson. All voted aye.

 

On motion by Mr. Stricklin, seconded by Mr. Park and unanimous vote of council, the City Attorney was instructed to prepare an ordinance pertaining to traffic control in the Scenic Hills Subdivision.

 

Mr. Hinson offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Hannah. All voted aye. Mr. Sanderson then moved for further suspension of the rules and the ordinance was placed on third and final reading after the motion was seconded by Mr. Park. All council voted aye. Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park. All voted aye and the ordinance, was assigned #1696.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 9-1 OF THE CODE OF ORDINANCES, THE SAME DEALING WITH THE ADOPTION OF THE STANDARD FIRE PREVENTION CODE

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Park. All voted aye. Mr. Stricklin then moved that the rules be further suspended and the ordinance be placed on third reading, seconded by Mr. Park. All voted aye. Mr. Stricklin then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Park. All voted aye. The ordinance was given #1697.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS, ZONED R-2, ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, LOCATED IN WARD 3, BY ORDER OF THE COUNTY COURT DATED JULY 27, 1979

 

Mr. Stan Langley, representing property owners in the area, advised council that a HUD Grant for $750,000.00 was contingent upon the property being annexed into the City and improvements would be made in drainage, streets and sewers.

 

Mr. David Rees represented residents in the area of Patrick Street who advised council that they could not afford the cost of sewer hook-up. Some of the residents content that the cost to them would be approximately $600.00.

 

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Hinson. Voting Nay: Hannah, Haigler, Province and Mays. Motion failed for lack of two-third majority vote.

 

Mr. Bo Roberts, Chairman of EMS Commission, advised council that effective September 30, 1979, CETA funds for five employees would not be funded unless new employees were hired, and that would not be feasible due to the extensive training for the employees. Mr. Roberts request that the City contribute an additional $8,000.00 of $.25 per capita. Mayor advised Mr. Roberts that he appreciates the efforts of all the commission members and also advised him that he would be interested in looking into the possibility of the Fire Department making emergency ambulance runs. On suggestion of the Mayor the matter was referred to the Finance Committee for recommendations.

 

The following bid was opened for a truck for Parks & Recreation Department:

 

Comer Chevrolet                     $5,727.96

 

Mr. Hannah moved that the bid be approved, seconded by Mr. Mays. Voting aye: Hannah, Haigler, Stricklin, Province and Mays. Voting nay: Park, Sanderson, Hinson and Haggenmacher. Mr. Bridger passed and the motion failed.

 

The following bid was opened for a van for Public Works Department:

 

Comer Chevrolet                     $5,876.43

 

Mr. Hannah moved for the approval of the bid, seconded by Ms. Haigler. All voted aye.

 

Mr. Hannah offered the following resolution:

 

A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO MATCH STATE AID CITY STREET FUNDS FOR THE ACHM SURFACE COURSE (TYPE III) OVERLAY OF SELECTED STREET SELECTIONS

 

Mr. Hannah moved for adoption of the resolution, seconded by Mr. Stricklin. All voted aye. The resolution was given the number 1979:13.

 

Mr. Haggenmacher moved that the truck for Parks Department be re-bid on 1980 model, seconded by Mr. Park. After discussion on the matter, Mr. Park withdrew his second and Mr. Haggenmacher the motion.

 

Mike Cameron was authorized to dispense with bidding procedures on asphalt chips after he advised council that the only available source was W.W. Smith in Black Rock and on motion by Mr. Park, seconded by Mr. Hinson and unanimous vote of council was given approval to purchase 400 tons.

 

Mr. Hinson moved that the City dispense with bid procedures and accept the low bid as accepted by the Arkansas Highway Department for Plastic Striping Equipment. Motion seconded by Mr. Stricklin and all council voted aye.

 

Mayor informed council that the Drainage District would stop at the city limits on cleaning Whitman Creek and the problem would not be solved without dredging another mile into the City. Mr. Haggenmacher moved that after absorption of all other funds, the Mayor be authorized to spend up to $7,500 on cleaning of the creek with bidding procedures being dispensed with. Mr. Mays seconded the motion and all council voted aye.

 

After all business had been discussed, the meeting adjourned.
