AN ORDINANCE AMENDING SECTION 14 OF ORDINANCE NUMBER 778 OF THE CITY OF JONESBORO, ARKANSAS, ADOPTED ON NOVEMBER 22, 1948, PROVIDING FOR THE COLLECTION OF GARBAGE FEES AND FOR OTHER PURPOSES

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS:
SECTION 1. That Section 14 of Ordinance Number 778 of the City of Jonesboro, Arkansas, adopted on November 22, 1948, providing for the collection of garbage fees be hereby amended to read as follows:
“Section 14. The City Engineer of Jonesboro, Arkansas, is hereby designated, appointed, named and made the official collector of garbage fees. The fees herein levied and fixed are on a monthly basis and shall be due and payable in advance, provided however said collector is authorized to levy and collect said fees on a quarterly or three months basis if in his judgment such a plan is more feasible, practical and economical. In any event such fees shall be due and payable in advance. The amount of the garbage fee shall be listed on a statement furnished by said collector and mailed to each person, firm or corporation owing garbage fees. The fee shall be fixed according to this ordinance with proper amounts to be charged and person, firm or corporation, receiving garbage disposal service and a record of same shall be kept by said collector in an office furnished by the City of Jonesboro for such purpose. The monthly period and/or quarterly period for each person, firm or corporation receiving such service and owing such fee shall begin on the first day of each month for the monthly period and the first day of each quarter for each quarterly period. The quarterly period shall begin the first day of January, April, July and October. In case any person, firm or corporation begins receiving garbage services after the beginning of the monthly or quarterly period, such person, firm or corporation shall be billed for the remainder of such period and thereafter for the full period.”
SECTION 2. All that part of said Ordinance Number 778 providing for the collection of garbage fees by the City Water and Light Plant of the City of Jonesboro is hereby expressly repealed.
SECTION 3. Whereas, garbage in the City of Jonesboro, Arkansas, is not now being properly collected and disposed of, thereby endangering the health of said City and its inhabitants and emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after its passage and adoption.
SECTION 4. All ordinances and parts of ordinance in conflict herewith are hereby repealed.
