SECTION 9. It is found that the numbers of taxes and other monies and property to be collected by the City of Jonesboro and the number of individual taxpayers and other debtors of the City of Jonesboro have in recent years increased tremendously, as has the volume of police work of the City Police Department and that the burden of City collections other than fines, costs, penalties and forfeitures of a criminal nature, or collections made pursuant to judgments of courts is too heavy for the Chief of Police and his department to properly administer and account for and needed revenues of the City of Jonesboro are lost thereby; therefore this ordinance is necessary for the immediate preservation of the public peace, health and safety, and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately after its passage.

PASSED and ADOPTED this 15th day of December, 1952.
