NOVEMBER 8, 1984
The Metropolitan Area Planning Commission met Thursday, November 8, 1984, at 7:00 p.m. in the Council Chambers, 314 West Washington, Jonesboro, Arkansas to Consider the following requests:
MEMBERS PRESENT: Mr. Cooper, Mr. Ball, Mr. Orr, Mr. White, Mr. Barber, Mr. Hunt, Mr. Vance and Mr. Blalock.
MEMBERS ABSENT: Mr. Scott.
OTHERS PRESENT: John Broadaway, Tim Ray, Betty Marlar and Curt Hodges.
#1, 2 and 3of the agenda were withdrawn at the request of the property owners.
#4 Max Dacus, Jr. requests a rezoning from R-1 to R-2, the following described property: Part of the West Half of the Southwest Quarter of Section 13, Township 14 North, Range 3 East. The general location of this property is North of West Matthews and South of Meadowbrook.
Several area residents were present opposing the rezoning of this property. After discussion, Mrs. Barber made a motion to deny the request, seconded by Mr. White. Voting aye, Mr. Orr, Mr. White, Mrs. Barber and Mr. Hunt. Voting no, Mr. Ball, Mr. Vance and Mr. Blalock.
REQUEST DENIED.
#5 Robin Nix requests a replat of Block A, Robinwood Subdivision containing seven lots. The general location of this property is South of Arkansas State Highway 226 and West of Rankin’s Oak Forest Subdivision
Mr. Ball made a motion to approve the replat, seconded by Mrs. Barber. Mr. Ball, Mr. Orr, Mrs. Barber, Mr. Hunt, Mr. Vance and Mr. Blalock voted aye. Mr. White abstained. REQUEST APPROVED.
#6 Phil Manry requests approval of a name change for Eaves Sub-division, to Vaughn Village, located East of Fox Meadow Subdivision and North of Fox Meadow Lane, containing 3.81 acres more or less. The development will contain 12 lots.
Mr. Ball made a motion to approve the name change, seconded by Mr. White, all present voting aye. REQUEST APPROVED.
#7 Rick Moore requests a replat of Lots 4 and 5 of Block 47 of Culberhouse Subdivision. The general location of this property is on the Northeast corner of West Nettleton Ave. and Flint St. Mr. Vance made a motion to approve the request, seconded by Mr. Blalock. All present voting aye. REQUEST APPROVED.
#8 Rick Moore requests approval of site development plans for Oak Knoll Apartments to be located on Moore’s Replat of Lots 4 and 5, Block 47 of Culberhouse Subdivision. The general location of this property is on the Northeast corner of West Nettleton Avenue and Flint Street.
Mr. White made a motion to approve the request with the stipulation that the alley along the East property line be overlaid with asphalt or concrete surface to the northern most boundary of the driveway. The motion was second by Mr. Vance All present voting aye. REQUEST APPROVED
#9 Jay Lee requests a replat of Lot 2 of Velear Cox Subdivision, Jonesboro, Arkansas. The general location of this property is South of Matthews Avenue and East of Marjorie Drive.
Mr. White made a motion to approve the request with the following stipulations:
1. Establish an escrow account with the city in an amount equal to the cost of curb, gutter and one half street along Marjorie Drive.
2. Five year time limit at which time the money would be returned to Mr. Lee or used for improvement on street that would affect his property only, at city engineer’s discretion.
3. Lot size be increased to 60' along Marjorie Drive.
Mrs. Barber seconded the motion. All present voting aye. REQUEST APPROVED.
#10 H. E. Distributors requests a replat of a part of Lot 13 of Senter and Company Addition. The general location of this property is East of South Church Street in the 1900 Block.
Mr. Vance made a motion to approve the request upon receiving a separate plat from site plan showing the lot and naming it. The motion was seconded by Mr. White. All present voting aye. REQUEST APPROVED.
#11 H. E. Distributors request approval of site development plans for two buildings on one lot, located on a part of Lot 13 of Senter and Company Addition. The general location of this property is Eastof South Church Street in the 1900 Block.
Mr. White made a motion to approve the request, seconded by Mr. Vance. All members present voting aye. REQUEST APPROVED.
#12 H. S. C. & Carroll Caldwell request conceptual approval of construction plans for Marshall Estates, a subdivision to be located on a part of the Northwest Quarter, Section 20, Township 14 North, Range 3 East, containing 29.028 acres more or less. The development will contain 61 lots. The general location of this property is South of East Matthews Ave. and West of Marjorie Dr.
Mr. Vance made a motion to give conceptual approval of the plan and asked that curb and gutter be included along Matthews Avenue. Mr. White seconded the motion. All voting aye. REQUEST APPROVED.
#13 Simmons First Bank requests a replat of a part of the Southwest Quarter, Northwest Quarter, Section 28, Township 14 North, Range 3 East. The general location of this property is South of Highland Drive and East of Caraway Road.
A motion was made by Mr. Vance to approve the request, seconded by Mr. Orr. All present voting aye. REQUEST APPROVED.
#14 J. B. S. Inc. requests approval of site development plans for Rax Restaurant to be located on Simmons Replat of part of the Southwest Quarter, Northwest Quarter, Section 28, Township 14 North, Range 4 East. The general location of this property is South of Highland Drive and East of Caraway Road.
Mr. Ball made a motion to approve the request with the stipulation of six additional feet of pavement along Caraway Rd, second by Mr. Orr. All present voting aye. REQUEST APPROVAL
#15 Ronnie Stallings requests a replat of a part of Lot 4 of Cobb and Lee Survey of the North-West Quarter of Section 21, Township 14 North, Range 4 East. The general location of this property is North of Stallings Land and East of Caraway Road.
Mr. Vance made a motion to approve the request, seconded by Mr. Ball. All present voting aye. REQUEST APPROVED.
#16 Maxie Stem requests approval of site development plans for an apartment complex to be located on Lot 1, Block A, Stem’s First Addition to Jonesboro, Arkansas. The complex will contain 26 apartment units in four buildings. The general location of this property is South of Race Street and East of Richardson’s Drive.
Mr. Vance made a motion to approve the request with the stipulation as follows:
1. Curb and gutter to be approved
2. Twenty foot wide pavement along the East side of property instead of gravel driveway
Mr. Ball seconded the motion. All present voting aye. REQUEST APPROVED.
#17 This item was not on the agenda. Dan Mulhollen, representing the developer of The Woods Subdivision, requested approval of changes in the street plans for this subdivision.
Mr. White made a motion to approve the request with the following stipulations.
1. Curbing to be of the high back type
2. Modify proctor curve
3. Meet the City Engineers approval
Mr. Ball seconded the motion. All present voting aye. REQUEST APPROVED.
There being no further business, the meeting was adjourned at 9:00 p.m.
