CITY COUNCIL MINUTES, SEPTEMBER 21, 1981

 

The Jonesboro City Council met in regular session, Monday, September 21, 1981, at 7:30 p.m. Present, Mayor, City Clerk, Attorney Don Mixon and the following named aldermen: Park, Stricklin, Hinson, Minx, Hannah, Johnson, Sanderson, Province Mays, and Haggenmacher. Absent: Bridger.

 

The minutes of September 8, 1981, were approved as mailed on motion by Mr. Park, seconded by Mr. Hinson.

 

Mr. Shelton offered the following resolution after Mr. Charlie Crow had explained same to council:

 

RESOLUTION FOR FINANCING OF MULTI-FAMILY HOUSING FACILITIES

 

Mr. Park moved for the adoption of the resolution, seconded by Mr. Shelton. Voting aye: Park, Stricklin, Shelton, Hinson, Minx, Johnson, Province, Mays and Haggenmacher. Voting nay: Hannah and Sanderson. The resolution was given the number 1981:15.

 

Mr. Minx offered the following resolution:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO AUTHORIZING THE ENTRY INTO AN AGREEMENT TO ISSUE BONDS FOR THE PURPOSE OF SECURING AND DEVELOPING INDUSTRY WITHIN OR NEAR THE CITY

 

Mr. Park moved for the adoption of the resolution, seconded by Mr. Shelton. Voting aye: Park, Stricklin, Shelton, Hinson, Minx, Johnson, Province, Mays and Haggenmacher. Voting nay: Hannah and Sanderson. The resolution was given the number 1981:14.

 

Mr. Bill Etter was advised by Mayor Stallings that the next item of business concerned his request to be on the agenda and Mayor inquired of Mr. Etter if he was representing the union. Mr. Etter replied that he was. Mayor informed council that he would recommend that Mr. Etter not be heard. Mr. Haggenmacher then moved that Mr. Etter be heard and the motion was second by Mr. Hinson. Answering roll call voting aye: Hinson, Province, Haggenmacher. Voting nay: Park, Stricklin, Shelton, Minx, Hannah, Johnson, Sanderson and Mays. Motion failed.

 

Mr. Etter then informed council that he represented twenty-five (25) members of the Jonesboro Police Department. The Mayor advised Mr. Etter that if he was to discuss personnel matters concerning Chief Cunningham that he would again advise council not to hear the discussion since he had reviewed the grievances and did not think they warranted being heard. He further advised that if any council member has questions concerning the printed statements furnished them by Mr. Etter, he would meet with them concerning same.

 

Mr. Haggenmacher then moved that a special meeting be held to hear members of the police department, second by Mr. Hinson. Voting aye: Hinson, and Haggenmacher. Voting nay: Park, Stricklin, Shelton, Bridger, Minx, Hannah, Johnson, Sanderson, Province and Mays. Motion failed.

 

Mr. Rickman advised council that he would like to go on record to inform the firefighters would not strike. Their only interest is in bettering themselves not lose their jobs.

 

Mr. Haggenmacher then moved that Johnny Rickman, representing Local 2849, Jonesboro Firefighters Asc., be heard. Motion seconded by Mr. Hinson. Voting aye: Hinson, Haggenmacher. Voting nay: Park, Stricklin, Shelton, Bridger, Minx, Hannah, Johnson, Sanderson, Province, and Mays. Motion failed.

 

Mr. Issac Stotts spoke in behalf of unions and solidarity in the City of Jonesboro.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED MAY 12, 1981 ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Doug Bradley, representing Walnut Street Baptist Church, asked that the ordinance be withdrawn and advised council that he would present further on the matter at a later date.

 

Mr. Gordon Metzgar spoke concerning drainage problems that he feared for the property owners with the development of the property. Mr. Cameron was asked by Mayor to look into the matter and work with the developers for prevention of problems.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Province offered the following ordinance:

 

AN ORDINANCE DESIGNATING CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING FOR PENALTIES FOR VIOLATIONS THEREOF, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Province moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Stricklin, all aye.

 

Capt. Bob Smith discussed traffic control in Meadowlark Acres and made recommendations concerning same. Mr. Shelton moved an ordinance be drawn seconded by Mr. Hinson, all aye.

 

Permission was granted for placing a mobile home at 3800 Race Street on motion by Mr. Mays, seconded by Mr. Haggenmacher. The only dissenting vote was cast by Mr. Minx.

 

The following bids were reviewed for hospital insurance (see attached)

 

The bids were referred to the insurance committee for recommendations on motion by Mr. Park, second by Mr. Hinson and all voting aye.

Mr. Minx moved that the low bid meeting the specs be approved, seconded by Mr. Bridger, all aye.

 

Mr. Bridger moved that bid procedures for thermo plastic be waived and that permission be granted for the purchase of six tons at $742 per ton. Motion seconded by Mr. Shelton. All voted aye.

 

There being no further business, council adjourned.
