CITY COUNCIL MINUTES, DECEMBER 15, 1980

 

The Jonesboro City Council met in regular session, Monday, December 15, 1980, at 7:30 p.m. Present, Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of December 1, 1980, were approved as mailed on motion by Mr. Hinson, seconded by Mr. Stricklin.

 

The following bids were reviewed for police department uniform cleaning:

Mr. Mays moved that the low bid from Massanelli be approved, seconded by Mr. Shelton, all aye.

 

Mr. Hannah, Chairman of the Finance Committee, distributed the 1981 budget to members of council.  Herb Davis explained portions of the budget and announced that a Public Hearing would be held on January 5, at 7:00 p.m. on revenue sharing.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 13-70 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, INCREASING THE LICENSE TAXES FOR ARKANSAS LOUISIANA GAS COMPANY AND THE TIME WHEN SAID TAXES WILL BE DUE

 

Ms. Haigler moved the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Hannah, all aye. After the reading, Mr. Hannah moved the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Minx, all aye. Mr. Hannah then moved for the adoption of the ordinance, duly seconded by Mr. Minx and the only nay vote was cast by Mr. Haggenmacher. The ordinance was given the number 1742.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE WHEREBY THE CITY OF JONESBORO OF THE STATE OF ARKANSAS AND THE SOUTHWESTERN BELL TELEPHONE COMPANY, A MISSOURI CORPORATION, AGREE THAT THE TELEPHONE COMPANY SHALL CONTINUE TO OPERATE ITS TELEPHONE SYSTEM AND ALL BUSINESS INCIDENTAL TO OR CONNECTED WITH THE CONDUCTING OF A TELEPHONE BUSINESS AND SYSTEM IN SAID CITY, AND ERECT AND MAINTAIN ITS PLANT CONSTRUCTION AND APPURTENANCES ALONG, ACROSS, ON, OVER, THROUGH, ABOVE AND UNDER ALL PUBLIC STREETS, AVENUES, ALLEYS, PUBLIC GROUNDS AND PLACES IN SAID CITY, THAT THE CITY SHALL RECEIVE AND ANNUAL PAYMENT FROM THE TELEPHONE COMPANY AND REPEALING ALL ORDINANCES AND AGREEMENTS IN CONFLICT HEREWITH

 

Mr. Minx moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Ms. Haigler, all aye. After the reading, Mr. Hannah moved for further suspension of the rules to place the ordinance on third and final reading, seconded by Mr. Minx, all aye. Mr. Hannah then moved for the adoption of the ordinance, seconded by Mr. Park. Mr. Haggenmacher voted nay, all other aye. The ordinance was given the number 1743.

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT DATED SEPTEMBER 8, 1980; PROVIDING FOR A ZONING CLASSIFICATION FOR SAID LANDS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4, AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance, seconded by Mr. Shelton, all aye. The ordinance was given the number 1744.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES, TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES (PEPSI COLA ON AGGIE)

 

Mr. Shelton moved that the ordinance be tabled, seconded by Mr. Hinson, all aye.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND SECTION 13-10 OF THE CODE OF ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS THE SAME BEING A SCHEDULE OF LICENSE TAXES AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO REGULATE DEALERS IN PRECIOUS METALS: TO PROVIDE PENALTY FOR VIOLATIONS OF THE ORDINANCE: TO DECLARE AN EMERGENCY AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROVIDE FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ARTICLE 1 OF CHAPTER 8 DESIGNATED ELECTRICAL CODE

 

Mr. Haggenmacher moved that the ordinance be tabled, seconded by Mr. Park, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ARTICLE 2 OF SECTION 8, THE SAME BEING LICENSING OF ELECTRICIANS, CONTRACTORS, ETC.

 

Mr. Haggenmacher moved that the ordinance be tabled, seconded by Mr. Shelton, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING EAST ALPINE STREET FOR PURPOSES OF PUBLIC USE, MAINTENANCE AND REPAIR AND FOR SUCH OTHER PURPOSES.

 

Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Sanderson, all aye. The ordinance was given the number 1745.

 

Mr. May offered the following resolution:

 

RESOLUTION COMMENDING DENNIS ZOLPER AS CITY ATTORNEY

 

The resolution was given the number 1980:19.

 

There being no further business, council adjourned.
