CITY COUNCIL MINUTES JULY 5, 1982

 

The Jonesboro City Council met in regular session, Tuesday, July 5, 1982, at 7:30 P.M. Present: Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of June 21, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Johnson.

 

The following bids were reviewed for a mower for cemetery department: (Attached)

 

Mr. Park moved that the bid from Town & Country be approved, seconded by Mr. Mays, all voted aye.

 

The following bids were reviewed for a loader tire: (attached)

 

Mr. Hannah moved the low bid meeting the specs be approved, seconded by Mr. Shelton, voting aye: Park, Stricklin, Shelton, Hinson, Bridger, Smith, Hannah, Johnson, Sanderson and Province. Voting nay, Mays and Haggenmacher.

 

Mr. Shelton offered the following resolution:

 

RESOLUTION TO EXPRESS THE DESIRE OF THE CITY TO HAVE A LAW WHICH WOULD SET AGE LIMITS FOR DRIVERS OF MOTORIZED BICYCLES AND MOPEDS

 

Mr. Shelton moved for the adoption of same, seconded by Mr. Bridger, all voted aye. The resolution was given the number 1982:14.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Mays moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Haggenmacher, all voted aye. The ordinance was given the number 1807A.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Province offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Mays offered the following ordinance:

 

AN ORDINANCE REGULATING PLACING OF OBJECTS ON CITY RIGHT-OF-WAY; BLOCKING VISIBILITY OF DRIVES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF AN FOR OTHER PURPOSES

 

Mr. Hinson moved that the rules be suspended and the ordinance, be placed on 2nd reading, seconded by Mr. Hannah. All voted aye.

 

Mr. Cameron advised council of vandalism done at Woodlawn Cemetery and gave an estimate of $399 for repairs. Mr. Shelton moved that the City pay the cost of repairs with a $500 reward for arrest and conviction of person or persons responsible for the vandalism. After discussion on the matter, Mr. Park withdrew his second and Mr. Shelton withdrew his motion.

 

Council agrees that the Clerk would make an effort to locate owners of the lots and advise them of the cost to their property repairs.

Mr. Shelton then moved that the City offer a $500 reward for the arrest and conviction of persons responsible for vandalism, seconded by Mr. Park. Voting aye: Park and Shelton, all others nay and the motion failed.

 

The following made pledges for reward for arrest and conviction of persons responsible for acts of vandalism at the cemetery: Hannah, Haggenmacher, Johnson, Smith, Mayor, Cameron, Stricklin, Mays, Cunningham, Wm. Roddy and Wayne Gage.

 

With there being no further business, council adjourned.
