AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS:

 

Section 1: The City Council finds and declares that the condition of traffic is such to endanger the traveling public and pedestrians at certain streets and intersections and that certain traffic control devises are established and placed at and on the following streets and intersections:

 

1.                     Stop signs to be placed at intersection of Vickie & Kimberly, making this a 4-way stop.

2.                     Remove stop sign on south side of Melton at its intersection with Maryland.

3.                     Put stop signs on Madison at its intersection with Oak, making this a 4-way stop.

4.                     Put stop signs on Miller at its intersection with Allen, making his a 4-way stop.

5.                     Put stop sign on Drake at its intersection with Hoover, making this a 4-way stop.

6.                     Put stop sign at intersection of Honeysuckle and Wilkins, with traffic on Honeysuckle yielding to traffic on Wilkins.

7.                     Pub stop sign at intersection of Honeysuckle and Merrywood, with traffic on Honeysuckle yielding to traffic on Merrywood.

8.                     Put stop sign at Oak Terrace an E. Nettleton Avenue with traffic on Oak Terrace yielding to traffic on E. Nettleton.

9.                     Put stop sign at Merrywood and E. Nettleton Avenue, with traffic on Merrywood yielding to traffic on E. Nettleton Avenue.

10.                     Put stop sign at Oak Terrace and Merrywood, with traffic on Oak Terrace yielding to traffic on Merrywood.

11.                     Stop sign at Merrywood and Metzler Lane, with traffic on Merrywood yielding to traffic on Metzler Lane.

12.                     Stop sign at Vahalla and Metzler Lane, with traffic on Valhalla yielding to traffic on Metzler Lane.

13.                     30 MPH speed zones to be placed on W. Washington from Gee St. to City limits west.

14.                     20 MPH speed zone on Race St. from Turtle Creek Bridge to Central Street.

15.                     20 MPH speed zone on Central Street.

16.                     20 MPH speed zone on Thorn Street.

17.                     20 MPH speed zone on Clark Street.

18.                     A flashing light to be placed at intersection of Hester and Gee at a School crossing.

19.                     Changing the “NO PARKING” in front of West School on W. Washington, the North side, from Nesbitt to Chestnut to “NO PARKING” except from 7:30 a.m. to 8:30 a.m. and 2:00 p.m. on School days only.

20.                     Move stop sign at intersection of Cole and Thomas from Thomas to Cole, with traffic on Cole having to yield.

21.                     Erect “NO PARKING” on both sides of Houston St. from E. Matthews to Logan St.

22.                     Remove stop sign at intersection of Fred & Oliver St.

23.                     Stop sign to be placed on Market Place & E. Nettleton with traffic on Market Place yielding to E. Nettleton.

24.                     Stop sign to be placed on E. Nettleton & Wilkins with traffic on Wilkins yielding to East Nettleton.

25.                     Stop sign to be placed at the intersection of Denver & Smoot with traffic on Smoot yielding to traffic on Denver.

 

Section 2: The drivers of all vehicles shall obey all traffic control signals per instruction on the face thereof.

 

Section 3: The Chief of Police or some other person designated by him is hereby directed to place and locate upon the above described streets at the proper places, appropriate signs designating traffic control as set out and it shall be unlawful for any person, firm or corporation to tear down, remove or mutilate such signs or violate the instructions on the face of said signs.

 

Section 4: Every person convicted of a violation of any provision of this ordinance shall be punished by a fine of not more than Fifty-Dollars (50.00).

 

Section 5: All ordinances and/or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.

 

Section 6: It is found and declared by the City Council of the City of Jonesboro, that increasing traffic congestion and lack of traffic control devices have caused or will cause danger to life and property; this ordinance being necessary for the preservation of the public peace, health, and safety, an emergency is hereby declared to exist and this ordinance shall take effect and be in full force from and after its passage and approval.
