A Public Hearing was held at City Hall at 7:00 p.m. concerning a Bond Issue for the Colson Project.
CITY COUNCIL MINUTES - APRIL 2, 1984
The Jonesboro City Council met in regular session, Monday, April 2, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney and all aldermen.
The minutes of March 19, 1984, were approved as mailed on motion from Mr. Sanderson, seconded by Mr. Hannah. All voted aye.
Mr. Nix moved, seconded by Mr. Shelton, to allow a trailer placement at 1611 Stone Street. All voted aye.
Mr. Sanderson moved, seconded by Mr. Province to place Donna Rogers on Parks commission in the place of Sims Daily. All voted aye. Her term is to expire March 1986.
Mr. Hannah offered the following ordinance:
AN ORDINANCE TO AMEND ORDINANCE #1851, 1984 BUDGET ORDINANCE
Mr. Hannah moved, seconded by Mr. Nix to suspend the rules and place the ordinance on 2nd reading. All voted aye.
Mr. Nix moved, seconded by Mr. Hannah to further suspend the rules and place ordinance on 3rd reading. All voted aye.
Mr. Hannah moved, seconded by Mr. Province to adopt the ordinance (Amend budget) All voted aye. The ordinance was given the number 1862.
Mr. Shelton offered the following ordinance: (STOP signs-Bridge street- Citizens St. Sequoia St. and Dupwe)
AN ORDINANCE PROVIDING CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND OTHER PURPOSES
The following ordinance was on 2nd reading: (Parking limit on Handicap spaces)
AN ORDINANCE AMENDING ORDINANCE #1638 AND FOR OTHER PURPOSES.
The following ordinance was on 3rd reading: (C-3 to R-3 Ark. Pools)
AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Park moved, seconded by Mr. Stricklin to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1863.
Mr. Shelton offered the following ordinance: (Meadowbrook)
AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
After a recommendation from the Jonesboro Police Department, Mr. Park moved, seconded by Mr. Province to ask the Mayor to contact Jonesboro City Water & Light concerning a flashing light placement at Matthews and Houston Street. All voted aye.
After a recommendation from Mayor Stallings, Mr. Sanderson moved, seconded by Mr. Mays to sell a 1.36 acre lot of City property located on Cotton Street. The lot is lot #8 and the selling price is $6,000.00 per acre. All voted aye. The purchaser is Wayne Tennil with the Soil Testing Lab. His total purchasing price is $8,160.00.
City Engineer, Mike Cameron, presented a report to the Council concerning the Solid Waste Management Program.
Mr. Bill Aycock, a city resident, asked that the City review a flooding problem north of Johnson Street. He stated that some land owners have placed drainage pipes that are too small to handle runoff water. Mayor Stallings asked that the City Attorney and Street Superintendent review the problem and report back to the Council.
