ANIMAL CONTROL

Discussion was held regarding the amount of fines collected by Animal Control, and it was determined that Mr. Larry Flowers could provide the information from the general ledger account.  Mr. Hargis reported they were conducting meetings once a week with the Vicious Animal Ad Hoc committee and would have an ordinance to submit in the near future.  Councilman Hargis reported Vector Mosquito Control normally begins in April but may need to start earlier due to the warmer climate and Vector had reported last year that they had been working in a deficit due to higher gas prices.   He stated they may need to monitor the situation and to see if Vector needed assistance.  Councilman Perrin stressed the contract was in effect to the end of next year, and Jonesboro need not deviate from the contract.

POLICE

Councilwoman Furr reported CID Officers were in Brookfield, Florida to extradite the individual who allegedly shot Judge Webster and were expected to return tomorrow.  Ms. Furr reported there would be a meeting with local pawn shop owners on February 28, 2005 at 6:00 p.m. for the purpose of providing feed back on the proposed ordinance requiring electronic recordkeeping by owners and operators of pawn shops.  She explained there would be a 90 day enactment clause in the ordinance, allowing time for the pawn shop owners to be compliance with the ordinance.  She stated the proposed ordinance would be ready for the full council some time in March.

FIRE

Councilman Perrin moved, seconded by Councilwoman Furr to accept the creation of three new driver positions and refer the matter to the Finance Committee. It was explained they were looking to create three new driver positions, but not  hire any additional personnel,  which would off set the cost of overtime being paid to current fire personnel who fill in as Company Officers.   It was explained the Finance Department, Human Resources, and the Mayor’s office had recommended the change.  All voted aye.

Interim Fire Chief, Aaron Keller reported the “Newport Truck” had been specked out and work had begun on the 36 foot long truck.  Delays were due to the builder over extending his services.  Councilman Perrin questioned the possibility of receiving a 1.4 million dollar grant from the Airport Commission.   It was explained the Mayor had a meeting tomorrow to discuss the matter.

It was announced that the newly purchased ladder and rescue trucks were parked outside for committee members to view.
