WHEREAS, effectiveness, efficiency, and economy of operations can best be realized, and the public best served, by establishing a department of Planning, Inspection and Code Enforcement under the overall direction of a City Planner.
 
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Jonesboro;
 
SECTION 1: That Title 13 of the Jonesboro Municipal Code be, and the same is hereby amended by adding Chapter 13.04 entitled Planning, Inspection and Code Enforcement Department and shall include the following Sections:
 
Section 13.04.01 Department Created
There is established the Department of Planning, Inspection and Code Enforcement.  The Department shall be under the direct supervision of a City Planner, who shall serve under the overall direction of the Mayor and City Council.  
 
Section 13.04.02  City Planner Responsibilities.
The City Planner shall function primarily by providing information, advice and recommendations to the Mayor, City Council, and boards and commissions charged with legislation and/or enforcement of planning, zoning and annexation regulations, as well as providing day-to-day supervision of the inspecting and code enforcement personnel and activities within the City of Jonesboro.  The City Planner's activities  shall include, but not be limited  to, carrying out comprehensive planning studies and preparation of reports  relating to population, housing, transportation, land use and public facilities; reviewing subdivision plats for compliance with local ordinance requirements and writing recommendations regarding same; attending meetings of the Metropolitan Area Planning Commission and Board of Adjustment for purposes of providing advice as required; review of federal grant applications; revision and update of zoning and  related ordinances; providing planning and  zoning advice to the City Council, and any other task which the Mayor shall assign.
 
Section 13.04.03 Organizational Authority.    
The City Planner shall assign personnel under his supervision and structure the Planning, Inspection and Code Enforcement Department responsibilities in such a way that will provide the most efficient and effective service to the citizens of Jonesboro.
 
SECTION 2: All ordinances and parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.
 
SECTION 3: Due to the immediate need to provide efficient and effective service to the community of Jonesboro, an emergency is declared to exist and this ordinance being necessary for the preservation of the public peace, health, and safety, shall take effect from and after its passage and approval.
