JUNE 23, 1992
body
MEMBERS PRESENT: Coleman, Patteson, Finley, Vance, Baker McCracken, Little
MEMBERS ABSENT: Blalock, Damron
#1 RP92-24 Max Dacus, Jr. requested approval of a replat of Lots 1 & 2 of the Eldridge Addition. The property is located on the northwest corner of Scott Street and Johnson Avenue.
This item was approved coming off the floor at the June 9, 1992 meeting and was not an agenda item. It was felt by some of the area residents that they should be given a chance to see what was being done and therefore it was agreed to place the item on this agenda. It was explained that this was merely a replat of two lots and involved taking 7’ from one lot and adding it to the adjoining lot. No development has been approved at this time. A motion to approve with the stipulation that a site plan be submitted and approved by the Commission prior to development was made by Mr. Patteson and seconded by Mr. Coleman. Voting was 4 in favor, 2 abstaining. REQUEST APPROVED WITH STIPULATION.
#2 SP92-8 Roy Cooper requested approval of site plans for a new restaurant to be built containing 5,450 sq. ft. The property is located on the northwest corner of Bittle Street and Highland Drive.
The width of the entrances at 25’ and the proposed open ditch on the east side were the main topics of discussion by the Commissioners. A motion was made by Mr. McCracken to approve subject to the open ditch being enclosed with pipe along Bittle Street where it adjoins this property and the plans being revised to show the underground drainage. The motion was seconded by Mr. Patteson. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.
#3 MP92-29 Mike Bosche requested approval of a one (1) lot minor plat. The property is located on the south side of Cheshier Lane, south of Pleasant View Drive.
It was noted that a street improvement agreement had already been entered into by Mr. Bosche. A motion to approve was made by Mr. Patteson and seconded by Mr. Coleman. Voting was 6 in favor, 0 opposed. REQUEST APPROVED.
In other business:
Phillips Construction presented to the Commission a site plan showing an addition to the present Highland Square Shopping Center of 3,200 sq. ft.
The Planning Staff referred the site plan to the Planning Commission on the basis that the original site plan had not been adhered to. The original site plan was approved in 1978. It was pointed out that the original plans had been changed several times to accommodate several expansions and additions and when the site was approved Highland Drive was a two land street and Caraway Road was only two lanes and are now both 5 lanes. Warehouse Foods and Blockbuster Video were not located across what is now a 5 lane street. Western Sizzlin, United Federal, Arbys and many other things had changed and therefore we were not looking at the same plan. The petitioners were informed that if the Planning Commission was still satisfied with the site that was approved in 1979 that they would be issued a permit.
It was pointed out that the original plan called for a larger building than has been and is being requested to be built. It was felt by some that the shopping center had not been built to its fullest as was shown and that unless they changed the site plan or needed to expand beyond what was approved originally, they would not have to submit site plans to the Commission. The need, or the possible need, for a deceleration lane off Highland Drive was discussed at length.
A motion was made by Mr. Baker and seconded by Mr. Coleman to accept the Highland Square Plan as originally submitted with the already approved amendments. It was further stated that the Commission would not want to see this site plan until such time as the center would exceed the already approved plans. Voting was 5 in favor, 1 opposed. MOTION APPROVED.
