 Metropolitan Area Planning Commission Minutes

November 12, 1959

body

The City Planning Commission of Jonesboro, Arkansas, met in regular session on the above date, at 7:30 P.M., in the Engineering Office of City Water and Light Plant.

MEMBERS PRESENT:  Planning Commissioners Carson Boothe, Dean Ellis, C.D. Frierson, Al Hendrix, Mrs. Clifford Hill, Minor Markle, and Elmer Stuck.

MEMBERS ABSENT:  Planning Commissioners Lloyd Rebsamen and Neal Thayer.

The minutes of the last meeting were read and approved.

Charles Frierson suggested that a memo of City Council action related to the minutes be made and attached to the record to show the subsequent action of the council to planning commission recommendations.

Douglas Bradley presented a revised plat of his Highway #141 Subdivision.  The only change being the revision of the Main Street width, east of the centerline.  Mr. Bradley explained that it was originally contemplated that the property owner on the east side of Main would give a 30’ right of way.  Later developments allow only a 20’ right of way east of centerline of Main Street.  Motion was made by Charles Frierson, seconded by Carson Boothe, that the plat be given final approval as presented.  Passed.

Don Gilbert presented final plat, profiles and drainage maps on Robindale Addition.  It was pointed out that this addition was presently outside the city limits but was in the process of petitioning for annexation to City of Jonesboro.  Mr. Gilbert stated that in his dedication and bill of assurance he had made the addition conform to R-2 requirements for zoning, except Lots 1 through 10 of Block B, facing Arkansas Highway #141 which would be considered for commercial lots.  Motion was made by Elmer Stuck, seconded by Carson Boothe, that Robindale Addition be given final approval.  Passed.  IT was suggested that zoning would follow at a later date in a public hearing and Mr. Gilbert could then request the area be zoned as he requested.

Jim McCauley asked the commission for an opinion on the erection of a new bill board advertising sign on a lot on the northwest corner of East Nettleton and Kitchen Street.  The lot is located in R-2 zone and the Ordinance 1-C-2 (Page 9) was read.  This prohibits the erection of signs in R-2.  IT was suggested that the commission would not have the authority to waive this prohibited use.

Eugene Sloan presented a proposed replat to the commission for their recommendation to council.  The replat involves Lots 8 through 17 of Sloan’s Subdivision, east of Kitchen Street, between Richmond and Steele-extended, with the idea of asking the City Council to close Haltom Street.  An executed easement for utility lines was exhibited.  A motion by Charles Frierson, seconded by Mrs. Clifford Hill, that the commission advise the City Council of its approval on the closing of Haltom Street and the rearrangement of lots in this block.  Passed.

A discussion following on the area in the northwest corner of the Nettleton Ward.  This area, previously partly zoned R-3, now appears to be outside the Nettleton City Limits.  Mr. Sloan proposed to check his abstracts and determine the status of the area before petitioning for annexation.

A replat of Noble Acres was presented by Chairman Markle.  It was noted that the change involved only the increase of lots and numbers in a part of the addition.  A motion was made by Charles Frierson, seconded by Al Hendrix, that the plat be approved as presented.  Passed.

After discussion on a previous request from Charles Cowell for rezoning a part of his property on East Main Street in Nettleton, a motion was made by Carson Boothe, seconded by Dean Ellis, that the commissioner’s recommendation on rezoning in Nettleton, as submitted and passed by the City Council, remain unchanged.  Passed.

Charles Frierson reported on progress of a proposition from the Arkansas Highway Department and the University of Arkansas for a joint traffic survey in Jonesboro at some future date.

There being no further business, meeting adjourned.
