Metropolitan Area Planning Commission Minutes
October 8, 1959
body
The City Planning Commission of Jonesboro, Arkansas, met in regular session on the above date, at 7:30 P.M., in the Engineering Office of City Water and Light Plant.
MEMBERS PRESENT: Planning Commissioners Al Hendrix, Mrs. Clifford Hill, Minor Markle, Lloyd Rebsamen, and Neal Thayer.
MEMBERS ABSENT: Planning Commissioners Carson Boothe, Dean Ellis, Charles Frierson, and Elmer Stuck.
The minutes of a Public Hearing and a special meeting held October 3, 1959 were read and approved.
A plat of Brewer’s Addition, which had preliminary approval, subject to revision, on October 3, 1959, was presented for final approval. The Planning Commission recognized that this revised plat still does not meeting requirements of the ordinance in street width, size of turn a round and lot areas. It was also recognized that, since houses had been built previous to the passage of the ordinance, and that lands on each side of the subdivision were developed, making full compliance with the ordinance impossible without substantial damage to the owner. Accordingly, it was moved by Lloyd Rebsamen, seconded by Mrs. Hill, and carried, that variances be granted on street widths, turn a around size, and lot areas and the subdivision be given final approval.
George Stickler requested consideration of changes in the suggested zoning map for the Nettleton Ward. There being no opposing, and the revisions appeared reasonable and in line with the present and proposed use of the lands in question, it was moved by Lloyd Rebsamen, seconded by Al Hendrix, and carried, that the proposed map be revised to show:
1. An area bounded by Houghton Street (abandoned), Brookfield Street, Cain Street, Lake City Avenue and Nettleton Avenue all be designated as C-3.
2. An area bounded by Houghton Street (abandoned), Brookfield Street, Cain Street, and Lake City Avenue all be designated as R-3.
There was a lengthy discussion about rezoning the area bounded by Union, Matthews, Oak, and Madison from R-2 to C-2. Miss DeMae Snyder opposed the change and Mr. and Mrs. Knox Webb favored the change. No other parties appeared on the proposal. This being a logical extension of C-2, transitional zone, moved by Lloyd Rebsamen, seconded by Al Hendrix, and carried, that the Commission recommend to the City Council the rezoning of the above described area from R-2 to C-2.
There being no further business, meeting adjourned.
