CITY COUNCIL MINUTES - NOVEMBER 19, 1990

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were all Aldermen. Mayor Brodell and City Clerk Ouida Puryear were absent.

 

The minutes of November 5, 1990, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Park. All voted aye.

 

The following ordinance was offered for first reading by Mr. Evans: (Rez / R -1 to C -3, 6.816 acres. S side of Highland, Ruther)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES.

 

Mr. Stricklin moved, seconded by Mr. Shelton, to place the ordinance on second reading. All voted aye. The ordinance was read a second time.

 

The following ordinance offered for first reading by Mr. Stricklin: (Rez / R -1 to C -3, 1.50 acres, Hwy 163, Dunlap)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Sanderson moved, seconded by Mr. Stricklin, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read a second time. Mr. Stricklin moved, seconded by Mr. Sanderson, to further suspend the rules and place the ordinance on third & final reading. All voted aye. The ordinance was read for the third time. Mr. Stricklin moved, seconded by Mr. Evans, to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2306.

 

The following ordinance was offered for first reading by Mr. Shelton:

 

AN ORDINANCE TO AMEND CHAPTER 8.40-SECTION 8.40.18-PARKING TIME LIMIT: TO ADD UNDER SUBSECTION (B) (g) - EXEMPTION OF JUSTICE COMPLEX EMPLOYEES AND CITY ATTORNEY FROM TWO HOUR PARKING LIMIT ON JUSTICE COMPLEX PARKING LOT.

 

Mr. Evans moved, seconded by Mr. Stricklin, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for the second time. Mr. Evans moved, seconded by Mr. Shelton, to further suspend the rules and place the ordinance on third and final reading. All voted aye. The ordinance was read for the third time. Mr. Stricklin moved, seconded moved, seconded by Mr. Shelton, to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2307.

 

The following bids were up for review:

 

90:44 - Police uniform cleaning

Mr. Nix moved, seconded by Mr. Hinson, to accept the low bid meeting specifications. All voted aye.

 

90:45 - Pest Control

Mr. Park moved, seconded by Mr. Hinson, to accept the low bid meeting specifications. All voted aye.

 

A request to review initial petitions of South Caraway Road Improvement District #2 was pulled for two weeks from the agenda at the request of Skip Mooney, Jr.

 

Mr. Sanderson offered a resolution to condemn property located at 1300 N. Patrick. After the reading of the resolution, Mr. Stricklin moved to adopt the resolution, seconded by Mr. Bridger. All voted aye. The resolution was given the number 1990:56A.

 

Mr. Stricklin moved, seconded by Mr. Shelton, to reappoint Ray Hagen to the JUHRA with an expiration of 10/95. All voted aye.

 

Mr. Strauser moved, seconded by Mr. Nix, to appropriate $7,500.00 from the money to unappropriated General Fund to fund equipment for the Emergency Preparedness group. All voted aye.

 

Mr. Evans made a presentation to Roger McKinney in recognition of the Halloween Carnival which Mr. McKinney has performed the past few years at the E. Boone Watson Center.

 

Mr. Bridger moved, seconded by Mr. Shelton, to accept the committees recommendation to hire Mr. Guy Lowes as the new City Engineer/Public Works Director. A roll call vote was taken and all voted aye.
