Public Hearing - 7:15 p.m. - A public hearing was held regarding the issuance of Industrial Bonds to the Busch Agricultural Resources Inc.

 

City Council Minutes - September 21, 1992

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, and all the Aldermen except for Mr. Bridger who was unable to attend.

 

The minutes of September 8, 1992, were approved as mailed by motion of Mr. Sanderson, seconded by Mr. Stricklin. All voted aye.

 

Mr. Sanderson offered the following ordinance for the first reading:

 

AN ORDINANCE AUTHORIZING AND PROVIDING FOR THE ISSUANCE UNDER THE MUNICIPALITIES AND COUNTIES INDUSTRIAL DEVELOPMENT REVENUE BOND LAW, ACTS 1960.

 

Mr. Sanderson moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye.

 

Mr. Hinson offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE 954 KNOWN AT THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN ZONING BOUNDARIES.

 

Mr. Nix moved, seconded by Mr. Hinson to suspend the rules and place on the second reading. All voted aye.

 

Mr. Stricklin offered the following ordinance for the first reading:

 

AN ORDINANCE AUTHORIZING THE CONVEYANCE OF PROPERTY FROM THE CITY OF JONESBORO TO THE CARL BAJOHR COMPANY.

 

Mr. Randy Ishmael reported to the Council that all conditions had been met. Mr. Hannah moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Nix moved, seconded by Mr. Province to further suspend the rules and place on the third and final reading. All voted aye. Mr. Nix moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2416.

 

Mr. Evans offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN ZONING BOUNDARIES.

 

Mr. Hannah moved, seconded by Mr. Hinson to suspend the rules and place on second reading. All voted aye.

 

 Mr. Hannah offered the following ordinance for the first reading.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR THE CHANGES IN THE ZONING BOUNDARIES.

 

Mr. Evans moved, seconded by Mr. Mays to suspend the rules and place on second reading. All voted aye. Mr. Evans moved, seconded by Mr. Mays to further suspend the rules and place on the third and final reading. All voted aye.

 

Mr. Evans moved, seconded by Mr. Mays for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2417.

 

Mr. Hannah offered the following ordinance for the first reading.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN THE ZONING BOUNDARIES.

 

Mr. Evans moved, seconded by Mr. Shelton to suspend the rules and place on the second reading. All voted aye.

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN THE ZONING BOUNDARIES.

 

Mr., Stricklin moved, seconded by Mr. Shelton to suspend the rules and place on the second reading. All voted aye.

 

Mr. Hinson offered the following ordinance for the first reading.

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR CHANGES IN THE ZONING BOUNDARIES.

 

Mr. Hannah moved, seconded by Mr. Hinson to suspend the rules and place on the second reading. All voted aye.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND SECTION 25.08. KNOWN AS A PROCEDURE OF PLAT APPROVAL, BY ADDING SECTION 15.08.04 TO ALLOW MORE RAPID APPROVAL OF MINOR SUBDIVISION PLATS.

 

The decision was made to hold this ordinance till the next Council meeting for the third and final reading.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND SECTIONS 14.08 OF THE CODE OF ORDINANCES TO ESTABLISH SETBACK REQUIREMENTS FOR BUILDINGS CONSTRUCTED IN COMMERCIAL AND INDUSTRIAL ZONING DISTRICTS.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND SECTION 14, ZONING OF THE CODE OF ORDINANCES, BY ADDING SECTION 14.25 TO REGULATE THE USE AND LOCATION OF COMMERCIAL TRAILERS.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO PROVIDE NO PARKING ON ARROWHEAD DRIVE ON THE NORTH AND SOUTH SIDES AT THE INTERSECTION WITH SHOSHONI DRIVE.

 

Mr. Hannah moved, seconded by Mr. Evans for the adoption of the ordinance. All voted aye.

The ordinance was given the number 2418.

 

The following ordinance was on the third reading.

 

AN ORDINANCE TO HAVE THIRTY MINUTE PARKING ON SOUTH CHURCH STREET FROM JEFFERSON TO MATTHEWS AVENUE.

 

Mr. Evans moved, seconded by Mr. Nix for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2419.

 

Mr. Evans moved, seconded by Mr. Shelton to set a public hearing for 7:10 p.m. on October 5, 1992, regarding the vacating and abandonment of a ten foot alley between Poplar Avenue and Strawn Avenue. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Evans to set a public hearing for 7:20 p.m. on October 5, 1992, regarding industrial bonds for the Bush Agricultural Resources Inc. All voted aye.

 

Under new business, Mr. Sanderson moved, seconded by Mr. Stricklin to accept a recommendation for two parking places on Huntington and Main Streets where buses used to park. All voted aye.

 

Dr. Strauser requested Department Heads to closely monitor their budgets and if they see there will be an increase to please contact the Finance Committee and the Mayor. Secondly, Dr. Strauser stated that the Audit for the Jonesboro Municipal Court and a memorandum from Brenda Tyler, Municipal Court Clerk, should be reviewed and come prepared to discuss this matter at the next Council meeting.

 

With no further business, the meeting was adjourned.

 

Upon closing the meeting, Det. David Allen attempted to address the Council. Mayor Brodell stated he would have to follow the procedure required by everyone else in order to address the Council.
