September 12, 1974
 
The Metropolitan Area Planning Commission met in regular session Thursday, September 12, 1974 in the Court Room at City Hall.
 
The meeting was called to order by Ralph Morrison.
 
MEMBERS PRESEN: Ralph Morrison, Junior Haggenmacher, Roy Cooper, Marshall Matthews, Don Smith, and Hulan Adams.
 
OTHER PRESENT: Joe Tomlinson, Larry Fugate, and Shirley Watkins.
 
Item #1.  Junior Haggenmacher requests rezoning of Lot 1, Block C of Guy A. Pardew Subdivision from R-3 to C-3.  This property commences approximately 164 feet east of Oakdale Street on the north side of Nettleton Avenue.  A motion was made by Mr. Cooper and seconded by Mr. Adams to DISAPPROVE the request.   The motion failed for lack of a quorum.  This item was tabled until the October meeting.  Petitions for and against the rezoning were presented.
 
Item #2.  Herbert Sanderson of 1020 Madison requests a rezoning of the north 160 feet of the east 110 feet of Lot 13 of Knight's 1st Addition from R-2 to C-2.  This property is located at the southwest corner of Oak and Union.  A motion was made by Mr. Cooper and seconded by Mr. Adams to DISAPPROVE the request with a recommendation to the Jonesboro City Council that they consider allowing the present use by permit until the present operator's use is discontinued.  A vote was taken and the motion as passed unanimously.  
 
Item #3.  Bruce L. Kimmel and Ralph O. Benefield request a rezoning of the following tract of land from Residential (R-2) to Commercial (C-4).  This tract is described as follows: Beginning 310.8 feet west of the northeast corner of Section 28, Township 14 North, Range 4 East, thence west 579.2 feet then south 210 feet, then east 581.7 feet, then north 210 feet to the point of beginning.  A part of the northeast quarter of the northeast quarter of Section 28, Township 14 north, Range 4 east.  This property is located on the south side of Highland Drive commencing approximately 160 feet east of Parkside Drive. A motion was made by Mr. Adams and seconded by Mr. Haggenmacher to APPROVE the request subject to the property 60.0 feet right of way on Highland Drive being given, and subject to the drainage flow being to the north on Highland Drive when developed.  A vote was taken.  The vote was YEA: Haggenmacher, Cooper, Smith, and Adams.  NO: Matthews.  The motion to APPROVE the request was passed.  
 
Item #4.  Joe Rankin requests preliminary approval of Rankin's Oak Forest Subdivision Third Addition.  This property is located immediately north of Rankin's Oak Forest Subdivision Second Addition.  A motion was made by Mr. Cooper and seconded by Mr. Smith to APPROVE the request.  A vote was taken and the motion was passed unanimously.  
 
Item #5.  J.A. Lamberth requests preliminary approval of the J.A. Lamberth Subdivision.  This property is located east of the May's Addition and north of the Watkins Subdivision on the north side of the Old Greensboro Road.  A motion was made by Mr. Cooper and seconded by Mr. Adams to APPROVE the request subject to a 60 foot right of way to the north end of the plat.  A vote was taken and the motion was passed unanimously.  
 
Item #6.  Bill Ebbert requests approval of a replat of Parts of Lots 14, 15, 16 and 17 of Block "D" Belmont Addition into Lot "B".  This property is located on the southeast corner of Highland Drive and Southwest Drive.  A motion was made by Mr. Matthews and seconded by Mr. Haggenmacher to APPROVE the request.  A vote was taken and the motion was passed unanimously.  
 
Item #7.  Bill Ebbert requests approval of a replat of all Lot 5 and part of Lots 6, 7, 8, 9, 14, 15, 16, and 17 of Block D of Belmont Addition into Lot "A".  This property is located on the west side of Southwest Drive and approximately 100.0 feet south of Highland Drive.  A motion was made by Mr. Cooper and seconded by Mr. Adams to APPROVE the request subject to a 30 foot right of way being given on Madison Street.  A vote was taken and the motion was passed unanimously.
 
Item #8.  Tommy Rankin requests a replat of a part of Lot 3 of Cobb and Lee Survey of the NW Quarter of Section 21, Township 14 North, Range 4 East.  This property is located on the east side of Caraway Road between Stallings Lane and East Matthews.  A motion was made by Mr. Matthews and seconded by Mr. Cooper to APPROVE the request.  A vote was taken and the motion was passed unanimously.
 
Item #9.  Mr. Ralph Morrison, Vice-Chairman, read an ordinance designating the supervisory and enforcement duties of the MAPC and the penalties for violation.  Each member is to receive a copy of this ordinance and make a recommendation to the Jonesboro City Council at their next regular meeting on September 23, 1974.
 
The meeting was adjourned at 9:30 P.M.
