Public Services Committee Minutes

Monday, February 3, 2003

12:00 noon - Huntington Bldg.

Members present:  Young, Hargis, Province, McCall and Roddy

Alderman McCall asked for motion to approve the minutes from the 1-20-03 meeting.  Alderman Province moved, with second from Alderman Roddy.  All members voted aye.

Alderman Young asked Jim McKinnon to discuss the resolution for grant funds for park improvements.  McKinnon discussed the matching grant to assist renovation of playground areas in Craighead Forest Park.  Jason Wilkie asked the committee to look at prioritizing items for the grant.  Wilkie proposed: (Fencing Allen Park - $15,000), (Skate Park - $150,000), (Playground equipment for Joe Mack Camp. Park - $35,000).

After a discussion with Alderman Chris Moore about moving the skate park to a downtown location, McKinnon indicated that Susan Clifford with the State Parks said that the grant money could not be used for a downtown park.  Wilkie indicated that he felt a skate park at Allen would be used and there were other features about this site that will allow more opportunities.

Alderman Roddy moved to use the funds as requested per the resolution presented.  Alderman Province seconded the motion and all voted in favor.

Wilkie Discussed the User Agreement for Joe Mack Campbell Park as well as Fees associated with the Park and the new rock climbing wall at Earl Bell.  Alderman Young requested that each member review information and be prepared to meet in a week or so to discuss the matters.  Young indicated the fees Wilkie proposed seemed appropriate and this is not something the full Council needs to approve.

Alderman Hargis discussed a safety issue regarding the spillway at Craighead Forest Park.  Mr. Ted Pylant sent each member information detailing an accident he had on the area in question.  Pylant indicated in his letter that he suggested some solutions to the problem, which were fixed by the City, but he felt that more needed to be done since his solutions did not fix the problem.  Young requested the street and engineering departments design a bridge or walkway over the spillway which would compliment the Game and Fish proposals.

Alderman Young requested the Mayor and Jason Wilkie decide on a list of three architects to work on the upcoming CBDG projects.  Mayor Brodell indicated he was not comfortable choosing and that the committee should be responsible for this.  Dave asked that the Grants Committee and Park Committee serve as Professional Services Committee and select the top three architects based on their qualifications. Wilkie indicated that Steve Kent had already advertised and sent a letter to each firm.  Everyone agreed.

Alderman Young requested the committee meet again on February, 7th to discuss the User Agreement and Fees for Joe Mack Campbell and the Fees for the climbing wall at the Earl Bell Center.

Meeting adjourned.
