PARKS

Craighead Forest Park Lake project:   Mr. Jason Wilkie met with Arkansas Game and Fish on September 7 to reduce the scope of work or find the money to meet the price of the low bidder on the Craighead Forest Park Lake project. Mr. Teddy Hooton was also present at the meeting. Mr. Wilkie and Mr. Hooton discussed, after the meeting, not excavating some of the ponds. They met with Councilman Tim McCall regarding reducing the scope of work, but Councilman McCall explained he’d received calls from people in the city who wanted to see the coves excavated. He suggested they talk with Judge Haas to see if he could help with any of the work. Judge Haas agreed to move the dirt from the coves into the field near the dam if the city could help get the dirt to the edge of the coves, excavate it and load the trucks up. The Mayor approved of the idea. However, there was concern as to whether the city’s equipment would be able to withstand the mud due to the weight of the equipment, especially the bulldozer. Mr. Hooton suggested renting a wide track bulldozer, which is made to go across mud. One was found in Little Rock and costs $4,253 per month to rent. Mr. Hooton suggested renting the bulldozer for two months. Mr. Wilkie explained he did not have enough money in his rental budget to rent the bulldozer. He asked to transfer $8,506 from their supply budget to their rental budget. Mr. Hooton suggested going with the CAT machine as opposed to the CASE machine, since the CAT machine is bigger and will move more mud. He explained he sent the information to four companies, with only two responding. Mr. Wilkie further explained the company has requested a letter from the Mayor stating the money is there and ready to rent the bulldozer. Councilman Ashley motioned, seconded by Councilman McCall to allow for the transfer of funds from the Supplies line item number 05-100-0224-000 to Rentals line item number 05-100-0233-000.  All voted aye.

Councilman Province asked how long it would take to start the work. Mr. Hooton explained had they had authorization for the rental the dozer could have been delivered Monday.

ADJOURNMENT

With no further business, Councilman Ashley motioned, seconded by Councilman Province to adjourn. All voted aye.
