SOUTH RIDGE AND TIMBER TRAILS 2ND ADDITION
DRAINAGE MEETING JANUARY 10, 1977
Those attending were as follows: Mike Cameron-Public Works Director, Dennis Zolper-City Attorney, Larry Ball and Roy Cooper- Planning Commission members, Glen Lane-Representing developers of Timber Trails 2nd Addition, Harvey Johnson- Associated Engineers representing Dr. Joe Murray developer of South Ridge. Also Don Mixon, Attorney, representing Claude Haun and Al Heringer, residents of Brookhollow Cove.
Others Present: Jimmy Cooper, Brenda Barnes, Joe Tomlinson, and Clay Kenward.
Mike Cameron called the meeting to order. He stated that at the November and Decmeber meetings of the MAPC final approval of South Ride Addition had been tabled because no agreement could be reached on how to develop this property to prevent runoff water from flooding the Brookhollow Cove section of Timer Trails 2nd Addition. The South Ridge drainage proved for 36” tile to empty immediately on to Mr. Rees property on Broowkhollow Cove and carry down Brookhollow Cove across Turtle Creek.
Presently there is no storm drain on Brookhollow Cove or across Turtle Creek.
Mr. Johnson addressed the meeting stating that he felt that South Ridge Addition had provided adequate drainage for water across the South Ridge Addition from future developments and he did not feel it was the responsibility of South Ridge developers for drainage problems in Timber Trails.
Dennis Zolper read Sec. 21-15 E, Paragraph 11 Code of Ordinances, City of Jonesboro which states “Adequate provision for drainage of surface water shall be made by the subdivider and shown on the plan, and he shall, when required, file with the planning commission a description, specifications, and drawings prepared by a registered civil engineer, which shall be adequate to provide drainage across or from such tract.” Mr. Zolper interpreted this to mean the adjacent property owners, which in this case is Mr. & Mrs. Rees.
Mr. Johnson stated he did not feel that it was the developer’s responsibility to provide drainage for Timber Trails 2nd Addition.
Larry Ball made the statement that the MAPC was concerned about the drainage problem in that area and that the problem would be left mainly to the property owners to determine the responsibility each had.
Glenn Lane stated he felt no legal responsibility, that he felt he did what was right and it was accept by the city under completion.
Don MIxon stated that the Rees felt they should be protected without proper drainage the Rees property would lose its value.
Mike Cameron stated that the City of Jonesboro would be limited to work that they could do to public right of way only. He estimated that the cost of storm drain down Brookhollow Cove and across Turtle Creek would cost approximately $12,000 for materials only. He stated he would recommend to the Street Committee and City Council that city forces would do the work to install drainage pipe and drop inlets if the property owners would furnish the materials. However, this would be left up to the City Council for a final decision.
Roy Cooper suggested Mr. and Mrs. Rees and Dr. Murrey get together and resolve the drainage problems between them and that the property owners on Brokhollow Cove would probably have to pay for any storm drains installed on that street.
Mr. & Mrs. Rees and Dr. Murrey agreed to try and work out a solution. The remaining property owners did not volunteer any assistance in further drainage.
