Mr. Farmer made a motion to amend the May 14, 2002 minutes regarding item #9 and more particularly stipulation #1.  This stipulation should read, “installing only one access off Johnson Avenue, and recommend that it be 40' wide to allow quicker turning, and limiting this access to entrance only with signage prohibiting  exits onto Johnson Ave”.   The motion was seconded by Ms. Shaw.  All members present voting aye, MINUTES APPROVED AS AMENDED.

 

#1  RZ02-19 The Burrow Family Trust requested approval of rezoning from the R-1 Single Family Medium Density District to the C-3 General Commercial District for 2.92 acres, and rezoning from the C-3 General Commercial District to the R-1 Single Family Medium Density District for .37 acre, all located on a part of the north one half of the NE 1/4, NE 1/4 of Section 10, T14N, R4E.  The general location of the property is on the west side of Paragould Drive, south of Johnson Avenue. 

                     

Bruce Burrow informed the commissioners that he had no specific plans for this property at this time.  There are currently three homes on Johnson Avenue already zoned C-3 and a small commercial building.  One of the homes is to be demolished along with the commercial building.  The  other two homes will be relocated to the R-1 requested property.   Mr. Burrow explained that the ditch on site will be relocated a few feet south and cleaned up and will have landscaping and trees planted along the banks.  A 70' buffer will remain zoned R-1 between the subdivision to the south and this property.  It is further planned to get the City’s participation to enclose the ditch along Paragould Drive with pipe.

 

A couple of property owners spoke in opposition to the request.

 

Glenn Batten, City Planner, stated that this proposal is considered to be a technical adjustment in the Zoning Map.  When this property is joined with the frontage on Johnson Avenue that is currently C-3 it becomes more of a commercial node as described in the Land Use Plan, rather than strip commercial.   Complete site development plans will have to be submitted to the City Planner prior to development of the property.

 

Mr. Gott made a motion to recommend approval of the rezoning to the City Council with Mr. Farmer making the second.  Voting was 6, 0 opposed.  Those voting aye were Gott, Damron, Farmer, Shaw, Krennerich, Street, MOTION CARRIED, REQUEST APPROVED.

 

#2  RZ02-20  Ben Honeycutt requested approval of rezoning from the R-1 Single Family Medium Density District to the C-3 General Commercial District for 4.0 acres located on a part of the SW 1/4, SE 1/4 of Section 9, T14N, R3E.  The general location of the property is on the southwest side of Joe N. Martin Expressway, south of Co Op Drive.

 

Glenn Batten, City Planner, stated that this proposal is considered to be a technical adjustment in the Zoning Map.  This property has little frontage on Hwy 63 and is unusually shaped.  The adjacent property owner owns a strip of property in front of most of tract of land. 

 

NO opposition was expressed by any in attendance.

 

A motion to recommend approval of the rezoning to the City Council was made by Ms. Shaw and seconded by Mr. Street.  Voting was 6 in favor, 0 opposed.  Those voting aye were Shaw, Farmer, Krennerich, Street, Gott, Damron, MOTION CARRIED, REQUEST APPROVED.

 

#3  FP02-10  Dennis Gregory requested final approval of subdivision plans for Gregory Subdivision, Phase II containing 28 lots on 8.91 acres.  The general location of the property is east of Paragould Drive, and a continuation southward of Crepe Myrtle Drive.

 

It was noted by both the planning and engineering departments that all stipulations from the preliminary approval had been met.

 

Mr. Street made a motion to grant final approval with Mr. Krennerich making the second.  Voting was 6 in favor, 0 opposed.  Those voting aye were Farmer, Damron, Shaw, Gott, Street, Krennerich, MOTION CARRIED, REQUEST APPROVED.

 

#4  FP02-11 Dennis Gregory requested final approval of subdivision plans for Gregory Subdivision, Phase III containing 30 lots on 9.37 acres.  The general location of the property is east of Paragould Drive, and a continuation southward of Gregory Drive.

 

It was noted by both the planning and engineering departments that all stipulations from the preliminary approval had been met.

 

Mr. Krennerich made a motion to grant final approval with Mr. Street making the second.  Voting was 6 in favor, 0 opposed.  Those voting aye were Street, Damron, Shaw, Gott, Farmer, Krennerich, MOTION CARRIED, REQUEST APPROVED.

 

#5 FP02-12 Carroll Caldwell requested final approval of subdivision plans for Friendly Hope Estates Phase III containing 22 lots on 9.52 acres.  The general location of the property is north of Bowden Drive, and a continuation of Friendship Circle.

 

George Hamman, Project Engineer, stated that he had received a copy of the City Engineer’s comments and had no problem with compliance.  All other stipulations from preliminary have been met.

 

Teddy Hooton, City Engineer, said they had seen the revisions on the day of the meeting and they were okay.

 

Mr. Street made a motion to approve the request subject to revised plans being provided to the Planning Department.  The motion was seconded by Mr. Gott.  Voting was 5 in favor, 1 opposed.  Those voting aye were Gott, Street, Farmer, Johnson, Krennerich.  Those voting not were Damron, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.

 

#6 FP02-13  Kent Arnold requested final approval of subdivision plans for Friendly Hope Crossings, Phases I & II.  Phase I contains 27 lots and Phase II contains 28 lots on a total of 16.601 acres.  The general location of the subdivision is on the north side of Flemon Road, east of Shasta Drive.

 

It was noted by both the planning and engineering departments that all stipulations from the preliminary approval had been met.

 

Mr. Street made a motion to grant final approval with Mr. Krennerich making the second.  Voting was 6 in favor, 0 opposed.  Those voting aye were Street, Krennerich Farmer, Damron, Shaw, Gott.  MOTION CARRIED, REQUEST APPROVED.

 

Dr. Beadles appointed a committee to study a proposed draft of bylaws for the MAPC.  Glenn Batten, Alec Farmer and Betty Shaw will serve on that committee.
