CITY COUNCIL MINUTES - DECEMBER 3, 1990

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were Mayor, City Clerk, City Attorney and all Aldermen.

 

The minutes of November 19, 1990, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Hinson. All voted aye.

 

Boy Scout Troop #69 were in attendance and led the Pledge of Allegiance.

 

The following ordinance was on third reading: (Rez / R-1 to C-3, S side of Highland Dr., J. .Ruther)

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Evans moved, seconded by Mr. Bridger for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2308.

 

Mr. Shelton offered the following ordinance for first reading: (Rez / R1 to C-3, S side of Hwy 163, SE of Hwy l, Brown)

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES                     

 

Mr. Shelton moved, seconded by Mr. Evans to suspend the rules and place the ordinance on second reading. All voted aye. Mr. Shelton moved, seconded by Mr. Stricklin to further suspend the rules and place on third reading. All voted aye. Mr. Stricklin moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2309.

 

The following bids were up for review:

 

90:46 - Property and General Liability Insurance

 

Mr. Hannah moved, seconded by Mr. Shelton to accept the low bid meeting specifications from Gallagher. All voted aye.

 

90:47 - Workmans Compensation Insurance

 

Mr. Shelton moved, seconded by Mr. Evans to accept the low bid meeting specifications from Gallagher. All voted aye.

 

Mr. Skip Mooney, Jr. represented the property owners in a review by the Council of the initial petitions of S. Caraway Rd. Improvement District # 2. He stated the appointed Board of Commissions had caused an assessment to be made against each lot and parcel of real property within the S. Caraway Rd. Street Improvement District, # 2 based upon the cost of the improvements to be paid by the listed landowners and the benefits accruing to each lot and parcel of real property within the improvement district which adjoins S. Caraway Rd. and it shall be assessed the amount of $3.80 per frontal lineal footage. He asked the City Clerk if any individuals had withdrawn their name (s) from the original petition to which Mrs. Puryear responded they had not. The original petition contained a majority of signatures. The assessment would subsequently be filed with both the office of City Clerk and County Clerk. Upon a question regarding assistance in hardship cases by Mr. Stricklin, Mr. Mooney responded that the commissioners have looked into the matter and donations have been given to said cases. Mr. Stricklin moved, seconded by Mr. Park for the adoption of the assessment. All voted aye.

 

Under new business, the Mayor stated Design Products desires to exercise their buy-back-agreement option in the Industrial Mini-Park at a cost of $25,100. Mr. Sanderson moved seconded by Mr. Nix to allow said buy-back-agreement by Design Products. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Mays for the adoption of a resolution of the Arkansas Municipal League supporting proposed legislation to the municipalities of the state in the upcoming legislative session. All voted aye. The resolution was given the number 1990:56.

 

Mr. Sanderson moved, seconded by Mr. Stricklin to allow city employees to have both Christmas Eve and New Years Eve as a paid holiday since both fall on a Monday. All voted aye.
