AN ORDINANCE PROVIDING FOR THE ATTACHMENT OF THE TERRITORY ANNEXED TO THE CITY OF JONESBORO BY ORDER OF THE CIRCUIT COURT FOR THE JONESBORO DISTRICT OF CRAIGHEAD COUNTY, ARKANSAS, DATED JANUARY 28, 1949, RECORDED IN LAW RECORD 8 PAGES 242 AND 243 TO THE 1ST WARD, 2ND WARD, 3RD WARD, 4TH WARD AND 5TH WARDS OF THE CITY OF JONESBORO, ARKANSAS, AND FOR OTHER PURPOSES

BE IT ORDAINED BY THE CITY COUNCIL OF JONESBORO, ARKANSAS:
SECTION 1. All that part of the territory annexed to the City of Jonesboro, Arkansas, by order and judgment of the Circuit County for the Jonesboro District of Craighead County, Arkansas, on January 28, 1949, and recorded in Law Record 8 Pages 242 and 243, north and east of the centerline of the main track of the St. Louis and San Francisco Railroad Company and see that part of said territory annexed by said court order of January 28, 1949, east of the west line of Section 21, Township 14 North, Range 4 East, shall be assigned, attached to and incorporated in and made part of the 4th Ward of the City of Jonesboro.
SECTION 2. All that part of the territory annexed to the City of Jonesboro, Arkansas, by order and judgment of the Circuit Court for the Jonesboro District of Craighead County, Arkansas, on January 28, 1949, and recorded in Law Record 8 Pages 242 and 243, south of the centerline of the main track of the St. Louis and San Francisco Railroad Company, west of the centerline of Main Street or the same projected in a straight line and north of the centerline of Washington Avenue or the same projected in a straight line, shall be assigned, attached to and incorporated in and made part of the 1st Ward of the City of Jonesboro.
SECTION 3. All that part of the territory annexed to the City of Jonesboro, Arkansas, by order and judgment of the Circuit Court for the Jonesboro District of Craighead County, Arkansas, on January 28, 1949, and recorded in Law Record 8 Pages 242 and 243, south of centerline of the main track of the St. Louis and San Francisco Railroad Company and east of the centerline of Main Street, or the same projected in a straight line and north of the centerline of Washington Avenue, or the same projected eastward in a straight line, which, however, shall not be extended past the centerline of the St. Louis and San Francisco Railroad Company, shall be assigned, attached to and incorporated in, and made part of the 2nd Ward of the City of Jonesboro.
SECTION 4. All that part of the territory which lies south of the centerline of Washington Avenue or the same projected in a straight line and east of the centerline of Main Street, and south and west of the centerline of the main track of the St. Louis and San Francisco Railroad Company, except that the lands located in Section 21, Township 14 North, Range 4 East, shall be assigned, attached to and incorporated in and made part of the 5th Ward of the City of Jonesboro.
SECTION 5. All that part of the territory annexed to the City of Jonesboro, Arkansas, by order and judgment of the Circuit Court for the Jonesboro District of Craighead County, Arkansas, on January 28, 1949, and recorded in Law Record 8 Page 242 and 243, south of the centerline of Washington Avenue or the projection of said line westward in a straight line shall be assigned, attached to and incorporated in and made part of the 3rd Ward of the City of Jonesboro.
SECTION 6. Emergency. Whereas, Tuesday, April 5, 1949, is the date fixed by law for holding the annual general city election in Jonesboro, Arkansas; and whereas, residents within said newly annexed territory must have lived within a ward for thirty days prior to said election day in order to qualify as legal voters and electors; and whereas, any change of the boundaries of election precincts within thirty days of a general election is prohibited by law; and whereas, voters otherwise qualified living within said newly annexed area would be disfranchised as voters in said general city election unless this ordinance is passed immediately; and whereas, the immediate passage of this ordinance being necessary for the protection of the public peace, health and safety, an emergency is therefore hereby declared to exist and this ordinance shall be in full force and effect from and after its passage and adoption.
