CITY COUNCIL MINUTES - SEPTEMBER 2, 1997
 
Council observed a moment of silence in remembrance of Mr. Isaac Stotts, President of the NAACP, who died Tuesday, August 26, 1997. Mr. Stotts, a respected member of the Jonesboro community, died at age 75.
      
The Jonesboro City Council met Monday, September 2, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 9 council members. Those members were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilmen Kelton, Kelly, and Tate were unable to attend.
 
The minutes of August 18, 1997, were approved as delivered by Councilman Young, seconded by Councilman Province. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
 
The following ordinance was on the third and final reading:
 
ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Real Estate Solutions)
 
Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given number 3003.
 
Councilman Crockett moved, seconded by Councilman Young to pull Bid No. 97:24 - Modular Sub-Station from the agenda. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.
 
Councilman Rega moved, seconded by Councilman Fletcher for the adoption of a traffic resolution placing traffic signs at the following locations:
 
STOP SIGNS:       
On Outback Rd. at Koala Dr.
On Harwood Dr. at Oak Park Dr.
On Boundary Oaks Dr. at Summitt Ridge Dr.
 
25 M.P.H. SIGNS:       
On Southview Dr.
On Southwick Dr.
On Hidden Tree Ln.
On Ridge View Dr.
On Southdust Dr.
On Richmond Ave.
 
A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given number 1997:59.
 
Councilman Fletcher moved, seconded by Councilman Roddy for the adoption of a resolution setting a public hearing for 5:20 p.m. September 15, 1997, at the Justice Complex. The hearing was to vacate and abandon the unimproved portion of a twenty foot utility easement located in Stadium Place Subdivision for James LaFarlette. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given number 1997:60.
 
Under new business, Mayor Brodell announced Dr. Scott Kelly and his family would be moving to San Antonio, Texas and would be leaving Office October 1, 1997. City Attorney, Phillip Crego explained the position could be filled any time after October 1, 1997, at any regularly scheduled meeting. Mayor Brodell also announced Jonesboro had been approved for CDBG, a federally funded grant.
 
Councilman Crockett announced a Public Hearing for 5:30 p.m. September 15, 1997, to discuss the proposed use of LLEBG funds for the Police Department. The public hearing is a prerequisite to the approval of the LLEBG funds.
 
Councilman Rega announced the Personnel Committee would begin interviews Thursday afternoon, September 4, 1997, for a new Human Resources Director.
 
Councilman Pratt read a letter from a concerned citizen regarding flooding on Race and Richardson Streets. Mayor Brodell stated some work had been done in the area, and within the next thirty (30) days a plan would be discussed to correct further problems.
 
Councilman Young offered the following ordinance for the first reading:
 
AN ORDINANCE ELECTING COVERAGE FOR ELIGIBLE MEMBERS OF THE FIREMEN'S PENSION AND RELIEF FUND UNDER LOPFI AND AUTHORIZING THE CHIEF ADMINISTRATIVE OFFICER TO ENTER INTO AN AGREEMENT WITH LOPFI
 
Councilman Bowers moved, seconded by Councilman Fletcher to suspend the rules and place on second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Bowers moved, seconded by Councilman Pratt to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Rega moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number 3004.
 
Councilman Young moved, seconded by Councilman Bowers for the adoption of a resolution expressing the willingness of the City of Jonesboro to utilize federal- aid for signalization of U.S. Highway 1B at Windover Street. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Rorex, Province, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:61.
 
In closing, Mayor Brodell reported Councilman Tate and City Engineer, Claude Martin were trying to correct a flooding problem at 1717 Chickasaw. Ms. Barbra Little expressed her appreciation to those involved with this effort.
 
With no further business the meeting was adjourned.
